Mid-Stage Assessment Of Overall Land Use Planning Of Benxi City

The overall land use planning is an important basis for regulating land use from a macro perspective and planning the layout of urban and rural construction,find problems existing in the planning and implementation timely in order to make the overall land use planning better serve the economic and social development.This paper,comprehensive evaluation method is used to summarize the characteristics of land use change since the implementation of the current land planning of Benxi City,qualitative analysis of the degree of realization of the main control index,structural layout optimization,key planning arrangements,the center city planning regulation and planning guarantee measures,and builds the evaluation index system from the four aspects: land use indicators,structural layout optimization,intensive land use and planning modification and does quantitative evaluation.At last,forms comprehensive evaluation.The main conclusions of this paper are as follows.First,in this paper,the evaluation index and weight in the quantitative evaluation system of the overall land use planning implementation evaluation are revised,the evaluation indexes including the amount of cultivated land and basic farmland protection area are adjusted to new construction land scale control and ecological and protection objectives,and the new quantitative evaluation system is constructed.Taking the quantitative evaluation of the overall land use planning in Benxi as an example,the two evaluation systems are compared and verified.The results show that the new quantitative evaluation system is more in line with reality.Second,this paper innovatively uses the graphical comparison in the planning main control index realization degree analysis including arable land and construction land,which reflects the changes of planning control index before and after the implementation of the evaluation more intuitively.Third,in this paper,through the comparison of the current frontier planning evaluation methods,the more suitable evaluation methods for urban land use planning,that is,qualitative analysis and quantitative assessment of the comprehensive analysis are selected.By optimizing the evaluation system,the effectiveness of planning evaluation is further improved,and the evaluation results are consistent with the planning implementation and urban development.
