Research On Rural Land Scale Management In Jiaohe, Jilin

Rural land scale management is the system engineering of "agriculture,rural areas and farmers",and the top-level design of "national agriculture,rural areas and farmers" under the internationalization and globalization strategy.Rural land scale management includes the main body development,perfect relevant legal system,service platform building,system building,etc.,and it is an important content in the process of increasing farmers' income,agricultural structure adjustment and the steady development of rural economic.Jilin province is one of the largest agricultural province,an important commodity grain base in our country.But for the moment,the rural land circulation and land scale operation effect is not ideal,and there are still a lot of problems.On the basis of existing research literature and theory,on the premise of the condition of Jiaohe and its land scale actual situation,this paper designs “the rural land circulation and scale management questionnaire”,“the statistical table of the rural land circulation situation”,“the statistical table of the agricultural scale operation subject”,“the statistical table of the construction of service system of rural land circulation market”.On the basis of the statistical analysis of survey results,this paper studies the characteristics and existing problems of rural land circulation and scale management,explores the countermeasures of guiding rural land moderate scale management,enhancing the level of agricultural scale management,developing the agricultural modernization in Jiaohe.The rural land circulation in Jiaohe gives priority to the farmers' spontaneous behavior.The subcontract goes within the collective economic organization.The circulation period is short,and the land circulation is still in the production of food crops as the main purpose.It is worth noting that the less motivation of farmersinvolved in land circulation,high cost and land scattered hindered the orderly conduct of Jiaohe land circulation.Jiaohe rural land scale operators show a trend of diversification,but mainly to professional investors,followed by family farms,cooperatives,industrial and commercial enterprises.But the overall look,the new scale operators are immature,driving ability is not strong,and then the large scale benefit is not ideal.Jiaohe rural land circulation and scale management of the market service platform and service facilities are imperfect,the operation mechanism is not sound.The policies of encouraging to guide farmers to transfer land scale operation,rewarding scale operators to development are absent.Land circulation lacks of institutional constraints.Rural social security system is still imperfect.The rules and management systems like judicial safeguard system are not sound.These greatly influence the role of land circulation in the optimize allocation of land,and the development of the rural land moderate large-scale management.Jiaohe should differentially guide the orderly circulation of rural land,actively cultivate new scale operators and promote rural land scale management.Besides,Jiaohe should establish and improve the service system construction of supervision and prevention mechanism,effectively promote the rural land circulation and moderate scale management.
