A Study On The Impact Of Farmland Circulation On Moderate Scale-management

The problem of farmland circulation is an extremely sensitive problem in recent years. It is not only closely related with living security of 7 million farmers, but also with China's town development, food security and social stabilization problem. In 2007, the party of the 17th national congress firstly proposed to build the contracted management of farmland circulation market. In 2008, the third plenary session of the 17th session further elaborated the principles and the direction of farmland circulation and thus farmland circulation receives more attention from all social circles. At the present, farmland circulation phenomenon obviously appear in the eastern, central and western regions in our country,but the scale, subject, form and price of farmland circulation are different. For example, the extent of farmland circulation from the east to west gradually reveals decreasing trends and circulation price from the east to the Midwest is degressive.Farmland circulation creates conditions for farmland moderate scale- management and the farmland moderate scale- management presents diverse features obviously at present. Based on the spot survey of Hunan province, the paper lists various successful types cases of farmland scale-management, and introduces some of the achievements and successful experience so as to provide experience and reference for the development of farmland moderate scale-management. Through the research, we find out that the causes of farmland circulation mainly lies in four aspects. The first is the existence of a lot of surplus rural labor force that needed to be transferred and the drop of farmland resources adhesive power; the second is land resource scarcity, which has led to less income comparing to that of migrant workers; the third is the education degree of farmers is an important role to the farmland policy implement of government; the last is incentive mechanism from urbanization puts great influence on farmland circulation.The influence factors of farmland circulation are more complex. In order to empirically research these factors, we carry out spot survey in certain regions of five counties & cities such as Xiangxiang, Yuanjiang, Taojiang, Hengna and Youxian. By establishing the Logit model of factors affecting household's farmland circulation, we find out that the factors such as householder age, per capita cultivated land area, the proportion of non-agricultural income, per capita income, awareness of property rights produce positive influence on farmland circulation, but the role of farmers cultural degree and labor force are less significant.
