Pharmaceutical retail chain enterprises is an important enterprise which closely related to people's health,and definitely playing an important role in China's healthcare industry.After the publish of "13th Five-Year Plan","the Internet Plus Strategy" and "Health China 2030 Strategy",there will be more vitality for the development of pharmaceutical retail chain enterprises.But the enterprises have been plagued for a long period because of the low management level aroused by the distribution of stores in different regions.Under the deep consideration into the whole managerial needs,this paper is aiming to establish a system of performance evaluation for pharmaceutical retail chain stores in order to help managers to obtain the real–time information about chain stores,boost the efficiency in daily management,and then continually improve the performance of chain stores through the accurate feedback of evaluation results.So the enterprises could have the ability to seize the opportunity for development,to handle unknown challenges.The descriptive research methods,the balanced score card method and Delphi methods are mainly used in this paper.Firstly,the current development of pharmaceutical retail enterprises are dissected by the method of descriptive research,it can be concluded from the data published from government and research agencies that there has been a significant increase in the number of chain pharmacies in twenty years time,the proportion of the number of stores belong to chain pharmacies is also rising,this means the chain model has become the future trend of in the pharmaceutical retail enterprises.The increase of pharmaceutical retail chain enterprises will be conducive to promoting the rational development of the pharmacy retail market.Then it exemplifies the implementation of reasonable performance evaluation will be a core solution for the pharmaceutical retail chain enterprises with the management difficulties,because the performance evaluation in enterprises can runs through the whole process of management,it helps managers to obtain the states of every stores and improve the certain area by targeted guidance.Secondly,based on the analysis of HF chain pharmacy performance evaluation,the paper summarizes the problems existing in the performance evaluation and constructs the model of performance evaluation of the enterprises under the framework of balanced score card.The construction of performance evaluation index system was started from the strategy of enterprise,with the help of experts,mostly Delphi method,to ascertain the relative importance of indictors.Likert-scale method was explored to classify the 5 grade of indictors: "very important" and "more important" and "important","less important","definitely not important" five levels and the corresponding scores.There is 3 round of Delphi.In the 1th round,according to the answers from the experts;SPSS software's descriptive analysis function was used to select the subordinate indictors of 4 dimensions.In the 2nd round the same method was used to confirm the relative importance of indictors.In the 3rd round,Calculation method of weighted coefficient was designed in order to obtain a table of weighted coefficient system,after that the basic construction of the evaluation index system was completed.During the establishment of indicator system for pharmacy retail stores,this paper attach more importance to laws and regulations made by government agencies,such as Good Supply Practice which was issued by CFDA.Specifically,much of the regulations are converted into the indicators for inner process dimension,the left contents are connected to guest indicators and learning indicators.By all of this,the writer hopes to do something to improve the level of performance evaluation in pharmaceutical retail chain stores,and to improve the level of GSP management at the same time.For the real implementation of indicator system,after the establishment,the round figures are granted according to weight coefficient of each indicator,the criterions for evaluation are also designed.Grade "excellent","good","medium","pass" and "fail" will be used to express different levels the stores may get.Feedback of the performance evaluation will be used to direct future work.Three stores of HF enterprise were chosen for the pilot run of newly established evaluation system.The process was divided into several parts;the first was to make the plan for the pilot run,the second part was to explain and negotiate around the plan adequately.After implementation,the results will be summarized,and the experience and feedback will be used to adjust the system.Advice and experience are as follows: the practice of performance evaluation system should be based on the strategy of enterprise,explain the strategy under the framework of BSC,the indicators themselves should act as a whole.Meantime,the BSC should be accepted among the heads first in order to accumulate data for a long time to support the accomplishment of consummate evaluation system.In addition,performance evaluation in pharmaceutical retail chain stores should be combined with GSP management,because the goods sold in pharmacy have close relations to people's health so that the performance evaluation mustn't betray the principle of Safety and health.There are also conclusions from pilot run of performance evaluation system: the BSC definitely have great potentials not only to get the enterprise out of the old,financial target oriented method,but also to help employees get new knowledge and skills,improve the inner process,dig the deeper need of guests,enhance the management of enterprise.Through the paper,a performance evaluation system for pharmacy retail enterprises is established as a reliable choice when facing the opportunities and challenges,it also have tried in a way to combine the performance evaluation and GSP management in hope of illuminating further research.
