In China,A lot of farmerswork in city,their living conditions has been not optimisticin the town.In order to improve their quality,relevant policieshave been introduced from the central to the local,farmer-workers living conditions have improved to some extent.The urban housing security systemjust accepted farmer-workersin the past two years.Henan Province is a large population,as the capital city,Zhengzhou absorbs numbers of farmer-workers.At present,Zhengzhou allows those who signed a labor contract with the unit and pay social insurance for migrant workers to apply for public rental and rental subsidies,but the survey results show that most people do not meet this requirement.They face a large number of residential problems in Zhengzhou City now,including higher living expenses,crowded living space,poor sanitation,poor sound insulation and the existence of greater security risks.The main reasons for the problem of farmer-workers 'livelihoods are out of control,the price of housing leasing is too high,the government's lack of attention to the problem of migrant workers' living and the lack of supervision leads to the shortage of cheap rental housing.Of the housing security policy in the actual implementation process is still excluded migrant workers,migrant workers labor market is not standardized,the employer is not responsible,low income of farmer-workers,housing rental market is not standardized and rural homestead cannot play its due housing security Function and so on.A lot of local governments have makeuseful exploration.Such as the Chongqing government make the flats and idle buildings to be used for further use to migrant workers out for low-cost rental;Huizhou reduced the housing provident fund formation threshold,taking convenient measures to encourage units and migrant workers to pay housing provident fund to lay the foundation for improving the living conditions;the Shanghai government through the integration of unified industrial park enterprises originally planned the construction of staff quarters and give some preferential policies to focusing build migrant workers apartments.These experiences,which have achieved good results,provide valuable insights into the living problem of migrant workers.Some developed countries' experience is also worth learning.Such as the Swedish government build public house directly,private companies build house and provide housing subsidies;Germany developed housing rental market and strictly control the price;the United States usedprivate forces to construct public housing;Singapore mandatory housing provident fund System and the "public flats plan".In view of the existing problems and the learning from the experience of typical cities and developed countries,I believe that the first,the government's responsibilityshould be emphasized.The government should reverse the "land finance" situation;increase the commercial housing market macro-control;severely punish "deceive" behavior.Second,we can speed up the establishment and improvement of China's housing security system,educate migrant workers with living subsidy policy.Third,we should standardize the labor market for migrant workers,raise the labor contract signing rate of labor units and migrant workers and expand the coverage of migrant workers' housing provident fund;Fourth,pay attention to the affection of labor units.Fifth,migrant workers themselves should strive to improve their own quality to increase wage income,finally to improve living capacity to pay;Sixth,to cultivate and develop the housing rental market,while the government to carry out strict rent control;Seventh,toexplore the exit mechanism of homestead.
