Research On The Path,Risk And Countermeasure Of Industrial Clusters’ Construction

Nearly 30 years of leap-forward development in our country is based on elements of dividend and dividend policy.As the world’s second largest economy in the world economic development,the role and status is increasingly prominent.Along with the economic structure of the world constantly adjust and domestic interregional relationship evolve under the system of separation of powers,China’s economic development has entered a critical period of structural adjustment,the traditional cost advantage of depleted,agglomeration economy development in the new development concept under the guidance of continuously optimize the regional structure,promoting industrial transformation between promoting interregional industry transfer,to break the original regional competition,promote two-way open economy,speed up the supply side structural reform,so as to realize the real economy and virtual coordinated development,regional cooperation to build a modern division of labor system and overall rising in value chain.Since the end of last century,the concept of industry cluster caused scholars’wide attention both at home and abroad,research results is immense.Up to now,industry cluster is still the important thesis of economic development.Including industrial concentration and industrial cluster construction industry transformation in two stages,the former by implementing agglomeration promote regional economic development;While the latter by extending the industrial chain of high-end link drive production orderly transfer,promote regional core link between vertical integration,form a cross-regional industrial chain division of labor relations and value hierarchy,around the core link to promote the construction of industry cluster,changed the original local government dominant under the division of "local effective,overall invalid" situation.At present,our country industrialization is far from complete,the regional economic gap still exists,manufacturing clusters as the main carrier,implementing the policy in the new era,undertake the task of the connection of regional development,the need to develop characteristic of interregional collaboration to achieve the high-end and highly efficient of the industrial cluster development,high-end industrial agglomeration formation in the east and Midwest hinterland production scale agglomeration of industrial division of dislocation structure.As to promote the improvement of the products within the division of labor between regional and interregional relationship,the formation mechanism of industry cluster,risks and treatment with new connotation,needs further discussion research,scholars have important theoretical and practical significance.In this paper,the formation mechanism of industrial cluster is divided into the traditional path of construction and regional division of labor.The former describes the regional.competition under the government dominant element agglomeration and rely on market forces to promote the process of enterprise cluster;while the latter focuses on the economic growth through regional division of labor cooperation mining potential.This paper holds that the traditional construction of government leading,market regulation path to realize the scale factors of agglomeration,promote short-term rapid economic growth,but long-term open need to rely on the regional economic cooperation between interregional division of industry chain and value chain division of labor,to form the local core industrial transformation and upgrading of cluster development path.Both in traditional construction path and regional division of labor path involved in two dimensions on the internal network and external value chain of the research,and the macro micro level of risk analysis also agree with the above two dimensions.The improvement of exoteric extent in some regional economy leads to risk along the path of traditional construction,Regional division of labor transfer.In this paper,the contents above are based on the macro micro level analysis of the risk of the path.Micro level elaborates the internal network,including the government,enterprises,research institutions and service intermediary functions of risk;Discusses the transformation and upgrading of China’s industry and macroscopic level and external risk climbing the global value chain,namely,build national industrial chain integration risks in the process of value chain and value chain division of risk.Around the above risk analysis,this paper put forward from three aspects:national to regional involving risk management strategies,including improving the governance system,strengthening the regional division of labor cooperation and pushing forward the construction of the national value chain so as to gather in the transformation and upgrading of China’s industry and the coordinated development of regional systems and mechanisms,forming up dual power division of global value chain and reconstruction of global network.Study the path of the construction of industrial cluster,risk and governance strategy can help the domestic high-end development and regional industrial structure transformation in the new period have more clear understanding,but also provide policy implications for regional governance in the new period.
