Research On The Pricing Of Utility Tunnel PPP Project

As a new construction model for urban underground pipeline infrastructure construction,the utility tunnel can make up for various defects caused by traditional direct-buried pipelines and become a construction project that the country strongly supports and promotes.Based on the characteristics of large investment in utility tunnel projects,in order to ease government financial pressures to meet construction needs,the State encourages social capital to participate in the construction of underground utility tunnel in a franchised manner,bringing new developments to the development of utility tunnel nationwide.However,due to the poor design of the pricing system for the later stages of the corridor,most of the completed utility tunnel are faced with problems such as the installation of galleries and the difficulty of charging in the entrance corridors.The incompleteness of the pricing mechanism of fees has hindered the comprehensive management of the utility tunnel.How to solve the problem of operating fee pricing of utility tunnel PPP projects can take into account the interests of the government,social capital,and pipeline units,and become the key to promoting the construction of utility tunnel projects.Based on this,it is of great significance to conduct a study on the issue of pricing fees for utility tunnel PPP projects.This article proposes research problems based on the current situation and related theoretical analysis of the development and research status of utility tunnel,combined with the current status of the charging of utility tunnel PPP projects in China,and solves the problems through three steps.First,on the basis of literature review and on-site investigation of utility tunnel projects,based on the stakeholder theory,14 factors that affect the pricing of utility tunnel PPP projects were identified from the government,social capital,and pipeline units,and using Grey-DEMATEL method to analyze the main influencing factors and conducts causality analysis on the influencing factors.The results show that government subsidies and expected investment return rate are important comprehensive influencing factors,and long-term and short-term strategies are formulated by analyzing the causality diagram of factors.Second,based on the analysis of influencing factors,an integrated pricing model for the management of pipelines is constructed.That is,starting from the perspective of social capital,a pricing model based on risk and revenue equivalence pricing model is constructed,then from the perspective of the payer,the cost allocation ratio of the government and the pipeline unit is determined,and finally the allocation model between pipeline units isdetermined.Third,Based on the pricing model of utility tunnel PPP projects,an actual case analysis is conducted.
