The Research On The Pricing Of Utility Tunnel Public-private Partnership Projects

Urban municipal pipeline project is the necessary infrastructure for the rapid development of cities,and is also the key content of strongly supported by the whole nation in the process of modern urban construction.With the development of urban construction in our country,urban municipal pipeline project has become an important part of municipal infrastructure construction,and is closely related to urban life.However,the tradition buried way of municipal pipeline exists many defects.Utility tunnel as a kind of intensive municipal infrastructure,can effectively solve many problems.The government is increasing efforts to promote the construction of utility tunnel,and is actively attracting the private capital.Utility tunnel construction usually has many features,including strict construction quality,high cost of investment,low return and high maintenance cost and so on.This determines the complexity of the costs and benefits of such municipal projects.How to effectively pricing for the utility tunnel public-private partnership projects has always been the focus of government,private capital and pipeline units.The pricing problem is an important part of utility tunnel public-private partnership projects,construction and operation.Based on the literature research and project practice,this paper combs the theories of the PPP project pricing utility tunnel public-private partnership projects.Combined the implementation present situation and existing problems of PPP project pricing utility tunnel public-private partnership projects,first of all,researching the pricing process framework and pricing model,to build pricing model for pipeline units,and to research government subsidies based on the performance.And then based on the theoretical analysis,to build the price adjustment model based on the performance,and to discuss the process of determining the performance index and the price adjustment.
