A Study On The Measurement Of Rural Poverty Of Jiangxi Province

Statistics show that in Jiangxi province,there are more than 45 million people,including more than 32 million of the rural population which takes a total of 70% of the province's population.Jiangxi province has a total of 800 counties(cities),19 territory,including 21 state-level poor counties with the population of more than 12 million,accounting for nearly 27% of the province's population.There are four state-level poverty-stricken counties in Jiangxi,so it is a difficult task to support the poverty.Gradually alleviate and eliminate rural poverty is a major task faced by the government in our province,when the government is formulating relevant policy they are mainly revolves around how to eliminate the rural poverty,accurately identification is the premise of eliminating the rural poverty.In this paper,by constructing a set of scientific,comparable,universally applicable method to calculate the poverty line and the poverty measurement to accurately grasp the breadth,depth and intensity of Jiangxi rural poverty.After measure the poverty we analyze the characteristics and the cause of rural poverty in Jiangxi province,provide scientific basis for urban anti-poverty policy.The poverty line is the starting point for all poverty analysis and the identification.At present,in the actual application process,the poverty line measurement methods are market basket method,Engel coefficient method,Martin method,international poverty standard method and extended linear expenditure system method and so on.Based on the background of rural poverty in Jiangxi Province and the study of scholars,this paper discusses the connotation,classification and measurement method of poverty.Using the minimum nutrient method combined with the price of agricultural products in Jiangxi Province and the consumption structure of rural residents,the rural food poverty line in Jiangxi Province was adjusted.According to the CFPS data,the poverty line was calculated by Martin method,and the poverty index of the residents was calculated to reflect the specific situation of poverty.The poverty index,which is measured by the national standard and the international standard,is found to be low in the national poverty standard.The number of the poor is about one quarter of the population measured under the Jiangxi standard.The poverty gap rate and square poverty is very small which will underestimate the status quo of poverty in Jiangxi Province.The use of the international uniform day of the standard of 1.5 US dollars on the identification of poor people in Jiangxi Province,but with the latter part of the improvement of living standards,this standard was gradually used to accurately identify the poor.Contrast the three poverty lines,the use of Martin method to calculate the standard line is based on the actual situation in Jiangxi Province,more practical significance.And if the use of national uniform standards will greatly underestimate the rural poverty in Jiangxi Province,the depth of poverty and the breadth of poverty,very inconsistent with the actual situation in Jiangxi Province are not conducive to the Government to carry out poverty alleviation work carried out.The purpose of poverty measurement is to help identify poverty,monitor poverty,get poverty characteristics,and pay attention to the public,and provide a theoretical basis for the formulation of anti-poverty policy.Therefore,it is very important to construct the appropriate poverty line according to the consumption structure and price level of the region.The research of this paper will help the society to know about the poor people in the rural areas of Jiangxi Province and provide relevant theoretical basis for the sustainable development of the harmonious society.
