With the development of economy,the acceleration of urbanization and the growth of population,the contradiction between population and land is becoming more and more obvious.Meanwhile,the ecological environment deteriorates gradually,especially intensive human activities and inappropriate use of land.How to properly use and optimize the allocation of limited land resources,how to make a scientific plan land use planning,how to pay more attention on the ecological safety to strengthen the sustainable development of both society and economy has become an important task nowadays.Liangjiang New Area is a strict which is directly approved by the State Council.It is the third national developing district in China and the first national developing district in China's inland areas.In recent years,it has developed rapidly but also brings about some ecological problems.How to plan the layout of land use efficiently so as to alleviate the contradiction between urbanization and ecological environment has become a necessary issue to be resolved.This paper brings the concept of ecological infrastructure into the land use planning.We take the Liangjiang New Area in Chongqing City for example to provide some strategies for managers in terms of society,economy and ecology.We mainly focused on the construction of regional integrated landscape security pattern and the framework of ecological infrastructure as well as the limit of it.Meanwhile,we will give a full consideration on the influence of the development of society and economy to simulate the spatial expansion pattern of urban and rural construction land,optimize the layout of land use.The main conclusions of the study can be summarized as follows.First,we have built six single landscape security patterns which include disaster prevention security pattern,the flood control security pattern,the soil and water conservation security pattern,the bio-protection security pattern,the historical and cultural protection security pattern,recreationa security pattern as well as the ecological infrastructure.The ecological infrastructure area of the Liangjiang New District is about 490.57km2,610.27km2,741.12km2 respectively from lower,middle and high security level.The spatial distribution is also different.The non-construction land such as Mingyue Mountain,Tongluo Mountain,Longwangdong Mountain and Zhongliang Mountain are for ecological purpose.The inner construction features forest park,historical and cultural sites as well as ecological corridor.Second,we studied the spatial planning of urban and rural construction land and agricultural land based on the results of ecological infrastructure construction.We defined the spatial layout scheme of rural-urban construction land use which is composed of "low security level EI controls mainly and middle security level EI auxiliary and under the guidance of both common".We clarified the priority and suitability of the spatial development of urban and rural construction land,which prohibits the construction area within 492.28km2 and the priority construction area is 561.83km2.Meanwhile,the conditional use permit area is within 120km2.We also proposed the development strategy of construction land which is coordinated with social and economic development and ecological environment protection.In addition,we put forward new ideas of agricultural land,tourist land and industrial land based on ecological infrastructure.(3)Based on the results of ecological infrastructure and the spatial distribution of land use,the Liangjiang New Area is divided into two categories and four sub-categories of land use areas which include urban development area(409.16km2),industrial development zone(193.78km2),biodiversity conservation area(441.56km2)and water conservation area(127.64km2).The areas are managed in terms of land use.
