Establishment Of Rural Housing Land Exit Mechanism

For the peasants,the land is the most important of all its means of production,and the land provides a powerful guarantee for all the material life of the peasants.As a result of historical and realistic factors,the current rural residential land use is not optimistic,many rural residential land idle waste is very serious.The right to use the homestead as a legal grant to the legitimate rights and interests of farmers,farmers have the right to use their homestead,in the recovery of idle homestead,the government should not take coercive measures.So,from the geography should be paid out of homestead,homestead construction should be aimed at the recovery of the system of paid exit,so they can protect the legitimate use of farmers in the homestead rights,promote the comprehensive development of rural economy and social economy.This paper takes Nanan city as the research object,the research methods of normative analysis and empirical research combined with literature research method,questionnaire survey,in-depth study of the exit of Nanan rural villages in Nanan city.First,analysis of Nanan Rural Homestead exit status,and then points out the existing problems,mainly include:lack of exit mechanism of rural homestead;farmers rights concept is not strong,the lag of homestead right to work;the limited sources of funding,the homestead exit exit barrier is bigger;farmers did not participate in the exit after reclamation homestead area savings income distribution index.Secondly,it constructs the exit mechanism of rural residential land in Nanan,including the driving mechanism,incentive mechanism,transfer mechanism and distribution mechanism.Finally put forward relevant countermeasures and suggestions,mainly include:perfecting the system of property right of rural homestead;the establishment of rural homestead paid,duration of use of the system;the establishment of a unified construction land market;improve the rural social security system;the establishment of rural housing security system;because of the "Shi" politics ",classification guide homestead exit.
