The development of urbanization has led to the expansion of urban land to the periphery.Due to the implementation of urban and rural construction land increase and reduction of linked policies,the government and market demand for rural housing sites has increase-d.Over the years,due to the large number of migrant workers entering the city,there has been a large number of idle homesteads in rural areas,resulting in great waste of resources.Tension in urban land and idle land in rural areas have spawned the demand for homestead exit.In addition,the development planning of the rural areas also needs to be achieved through the exit of the homestead.If the transformation of the old village also requires some rural households to cooperate with the exit of the housing site,the demolition of old buildings or illegal buildings,etc.will be demolished or reconstructed.It is necessary to withdraw from homesteads,but as the most basic function of rural homesteads in China is the function of housing guarantees,it bears the role of social stabilizers.The exit of the homestead will affect the stability and development of the countryside.In the exit process of the homestead,the willingness of the farmers directly affects the process and effect of homestead exit.In this paper,13 villages in 7 towns of Jinjiang City of Fujian Province were selected as the research area,and 150 valid questionnaires were collected.By using o-Logit regression,the author discusses the influencing factors of willingness to withdraw from farmers'homestead based on personal characteristics,family characteristics,homestead characteristics,emotional factors,and risk expectations.Concluded as follow:(1)The rural households have the demand for transfer of paid homestead.Nearly a third of the farmers have the intention to exit the homestead.Villages with different conditions will have different willingness to withdraw from the homestead.Research shows that,except for some special villages,such as the completion of a large-scale transformation of existing homes and the secondary industry that absorbs a large number of local laborers,the ratio of rural households who are willing to withdraw from the homestead is about 35%.(2)Farmers prefer a stable homestead exit method.Farmers are most willing to accept the compensation method is the replacement of rural housing,followed by monetary compensation,and finally the replacement of urban housing.(3)Weakening the side effects of farmers' anchoring mentality will help improve the willingness of rural households to withdraw from their homestead.Urban life is the most attractive for farmers.It is "education" and "medical care."Better education for children is the greatest attraction of the city to farmers,followed by higher levels of medical care.(4)The main reasons why rural households are reluctant to withdraw from their homesteads are "difficulty in finding stable jobs in towns and cities "and" accustomed to living in rural areas."The most worrying issue for farmers leaving their homesteads is the source of income.(5)The characteristics of homestead,emotional factors,and risk expectations all affect the willingness of farmers' homesteads to withdraw from compensation.Based on the research conclusions,the following suggestions are proposed:(1)Create more job opportunities.On the one hand,it provides low-level employment opportunities for farmers,on the other hand,it provides skills training for farmers and improves their employ ability.Two-pronged approach to create a good living conditions for the farmers.(2)Strengthen homestead planning management and policy publicity.We must do a good job in the registration of homestead registration rights and strictly review applications for new homestead bases in accordance with relevant regulations.Village collectives should also communicate and publicize the village land use plans and housing site integration plans with farmers.(3)Improve the risk prevention mechanism for homestead exit.From the aspects of household registration system,employment system,education system,and social security system,we will improve the risk prevention mechanism for homestead exit so that rural households can withdraw from homestead in the future with controllable risks,and their enthusiasm will be even higher.(4)Collection of "idle" management fees.Learn from Taiwan's practice of collecting taxes that are not subject to landlords and impose management fees on idle homestead heads.(5)Explore the mode of "partial withdrawal".Some special homesteads can improve utilization through the "partial exit" model.It is possible to retain the buildings on the homestead and to use the "home improvement" as the main method to re-utilize the homestead on site,and to revitalize the homestead assets.(6)Adopt a reasonable compensation method.Through the transformation of the old village,beautiful rural construction and other projects,the unified planning of residential areas.The local government and the village collective took the lead to introduce qualified construction parties and build different levels of resettlement houses through bidding.
