Research On Social Impact Assessment Of Shale Gas Development Projects

The development and utilization of conventional oil and gas resources cannot guarantee the long-term energy demand,as an important part of unconventional oil and gas resources,shale gas becomes more and more valued by the nation and industry.Since the first shale gas well-Wei201 which is spudded in Weiyuan County by our government,which started from December,2009.Shale gas in China makes progress under the attention from the nation and industry.As an important strategic resource for China,there are some features.For instance,large scale,high investment,high environmental risk,involving many industries and stakeholders.In the process of shale gas development decision and implementation,investors and government tend to pay more attention to the economic benefits of the project and the potential environmental risks of shale gas development.With the development of shale gas industry,people have begun to pay attention to the social impact of shale gas development.Currently,there is a certain lagin theoretical research and empirical research on the social impact assessment of shale gas development projects in China,which is not conducive to the long-term development of the shale gas industry and the realization and evaluation of comprehensive benefits of the project.Firstly,this thesis makes the paraphrase and definition of the concept of social impact assessment of shale gas development project,and defines the meaning,characteristics,functions and principles of the social impact assessment of shale gas development projects and lays a theoretical foundation for this study.This thesis identifies three dimensions of the evaluation indicators:Core source,important source,referencesource,which sets up the index source set.Using four methods,literature research and field research,systemtheory analysis,empirical analysis,quantitative analysis,this thesis makes a preliminary election of 43 specific evaluation indexes of social impact of shale gas development projects from the theoretical level,and then selects 40 specific evaluation indexesthrough the expert scoring method.Through the induction and deduction,the thesis constructs a descriptive evaluation index systemand index system of the social impact evaluation of shale gas development projects.Theformer is mainly descriptive analysis,which is made up by four levels of evaluation index including 1 comprehensive evaluation indexes,5 sub field evaluation indexes,15 synthetic evaluation indexesand40 specific evaluation indexes.The latter is mainly based on quantitative analysis,based on the descriptive evaluation index system,including three levels of evaluation index,1 comprehensive evaluation indicators,5 subdomain evaluation indicators,15 specific evaluations.The comprehensive evaluation model of social impact of shale gas development project is established,through the analytic hierarchy process and expert consultation method to determine the index weight of the index system of evaluation index,after the index dimensionless processing,using the linear weighted sum function method.On the basis of theoretical research,taking Weiyuan County of Sichuan Province as an example,this thesis determines the weight of each index in the evaluation index system of social impact index of shale gas development projects by AHP and consulting the experts.The thesis also analyzes the social impact of shale gas development project by using the evaluation index system of the social impact of shale gas development projects and the evaluation index system of social impact index of shale gas development projects.The implementation of the shale gas development project has a positive impact on the social development of Weiyuan County and also brings some negative effects and potential threats,which mainly reflects in promoting local economic development and the adjustment of industrial structure,promoting the construction of local political civilization,improving the relevant policies of shale gas industry,impacting on the natural environment and promoting the local government and residents to change the concept of environmental protection.The development of shale gas also promotes the progress and harmony of the local society,and improves the quality of the residents and the quality of life.Lastly,through theoretical and empirical research,this thesis analyzes the main problems existing in the development of shale gas,puts forward some suggestions for the development of shale gas and providesa reference for the development and implementation of shale gasfrom the following aspects,the project information dissemination,exploration and development of technology and equipment,natural environmental protection,government interest distribution,the understanding of the impact of the community,policy improvement,etc.
