Poverty,as an economic phenomenon in social life,is a difficult problem faced by both developed and developing countries,and also have been an important area focused on academia.The Period of 13th Five-Year is a closing period of building an all-round moderately prosperous society,and’ it needs to lift all of its poor out of poverty in order to achieve this Centenary Goal.Now the remaining poor population mostly distributed in former revolutionary base areas,areas inhabited by minority nationalities,remote and border areas and poverty-stricken areas,so it is the most difficult and complicated task in the poverty alleviation work.Inner Mongolia Autonomous Region is located in the frontier,the ecological environment is deteriorative,economic development is backward,and it is the main settlement of ethnic minorities,therefore the poverty situation is more serious.With the 8337 Development Ideas proposed and the Belt and Road Initiativesimplemented,the poverty alleviation work of Inner Mongolia is facing new demands and new challenges.This year,General Secretary Xi Jinping made further guidance on accurate poverty alleviation once again,and proposed that accurate poverty alleviation need careful work.At this stage,government financial fund has been difficult to meet the capital needs of accurate poverty alleviation,it need not only financial institutions to provide credit funds participate in accurate poverty alleviation together,but also play finance’s market role to stimulate the spontaneous development of poor areas and lift its poor out of poverty in a long-term and comprehensive way.This paper is proposed in this background while regard financial accurate poverty alleviation as research object.According to financial poverty alleviation theory,agricultural credit subsidy theory,and inclusive finance theory,Inner Mongolia carry out financial accurate poverty alleviation work is the inevitable choice which is in accordance with the policy guidance and actual situation based on Inner Mongolia reality,and also made remarkable achievements.But there are some problems and difficulties,for example,it is easy to generate rent-seeking behavior because government poverty alleviation work is lack of legal protection;The financial system involved in poverty alleviation is single;Agricultural insurance development lags behind;poor households’ weak credibility awareness and poverty alleviation industry’s extensive management is difficult to get a loan.Therefore it proposes targeted suggestions such as streamlining government and delegating authorities,improving laws and regulations,developing inclusive finance,promoting the development of insurance industry,improving the financial awareness of poor households and helping to upgrade traditional industries.
