Land-intensive Evaluation And Supply-front Suggestion Of Chengdu Comprehensive Free Trade Zone

With the development of China's economy and the upgrading of industrial structure,the needs of all kinds of resources continues to increase,It was making the contradiction between supply and demand in our country has been deepened.So the Party Central Committee put forward the structural reform of supply-side in 2015,its core is to improve the efficiency of the supply system,improve efficiency of land use,expand the effective supply,revitalize the inefficient land,promote the conservation and intensive land use.Land supply-side structural reform is one of the important contents of the Supply-side structural reforms.Based on the Chengdu high-tech comprehensive bonded area as an example,under the background of the structural reform of supply-side,analyses and classifies of the intensive-land use potential evaluation index system in comprehensive bonded area.After that review the management system which is closely related to land supply-side structural reform,and analysis of their impact of the structural reform of supply-side,in the end put forward some countermeasures and suggestions.By the method of muti-factor comprehensive evaluation,this article makes a preliminary evaluation on the land intensive utilization degree of Chengdu comprehensive bonded zone,the results showed that the comprehensive bonded zone score of intensity-land use was 93.60,the land utilization condition,Land use efficiency and Management performance scores of intensity-land use was all more than 92.00.the intensive-land use degree is higher in the area of comprehensive bonded zone,but the potential of land use is limited,and in this area available land is only 66.53 hectares,Accounted for only 14.22% of the total land area.In view of this situation,this article puts forward the following suggestions:(1)coordinate supply and demand,innovation land supply system,improve the Comprehensive bonded area land-intensive use;(2)land supply elastic,innovation the strict control on the usages of land,improve the Comprehensive bonded area land-intensive use;(3)different methods of management,innovation the land tax and fee system,improve the Comprehensive bonded area land-intensive use;(4)take and back Adapt market,innovation land acquire and reserve system,improve the Comprehensive bonded area land-intensive use and some other suggestions on the land-intensive use.Overall,in our country make energetic efforts to involve The structural reform of supply-side background,this area should strengthen the exploration of land-intensive use,positive innovation the land supply system,the strict control on the usages of land,the land tax and fee system and use control land acquire and reserve system.Land system innovation should be based on land-intensive use,so as to eliminate inefficient land,reduce land prices and optimize the allocation of land resources,to prevent the loss of land resources,or lead to other land problems.
