With the advent of the era of economic globalization,the development of SMEs in China is facing new challenges.Enterprise managers have clearly realized that the competition is the talent competition in the final analysis.Therefore,the managers of enterprises pay more and more attention to the management of human resources,many small and medium enterprises are actively exploring the effective ways to improve and improve the core competitiveness of enterprises.As the core of human resource management,performance management plays an important role in improving the core competitiveness of enterprises.In order to adapt to the needs of the market competition,in the competition of the sustainable development and growth of enterprises,many small and medium-sized enterprises are actively exploring effective performance management,in order to improve the core competitiveness of enterprises.DQ company as a small and medium enterprises,the company has been established since the development of more than three years,it is a research and development,production and sales of manufacturing enterprises.Under the influence of the environment and the internal environment,the development of enterprises is difficult.How to attract talents and retain talents has become a major problem in the development of enterprises.Performance management has always been a weak part of DQ company's business management,the implementation of performance management did not significantly improve the performance of the enterprise and the incentive to employees.How to optimize the existing performance management,improve the individual performance of employees,to achieve the strategic objectives of the company,and to maintain the competitive advantage in the industry,is an urgent need to solve the problem of DQ company.Based on basic theory of performance management and relevant methods,using interviews and questionnaire survey,in-depth analysis of the current performance management system of DQ company,the paper focuses on the existing problems in the performance management of DQ company and the cause of the problem analysis,we found that the performance management system of DQ company,the strategic goal of the company is not the corresponding DQ well,can not reflect the strategic orientation of DQ company,can not reflect individual performance,after finding the DQ company's current performance management system can not adapt to the development of the company.Based on the theory of Balanced Scorecard and key performance indicators,this paper puts forward the KPI performance management system based on the balanced scorecard.This paper describes the construction of KPI performance management system based on the Balanced Scorecard in DQ company,as well as the design principles and steps of the key performance indicators.Starting from the strategic goal of DQ company,on the basis of the Balanced Scorecard in financial,customer,internal processes,learning and growth of the mind to determine the weight of the key performance indicators,we design the company level,department level and staff level three levels of key performance indicators,in order to improve the shortcomings existing in the performance management.After the construction of KPI performance management system based on the balanced scorecard,in order to implement performance appraisal,improve employee's ability and performance,improve the core competitiveness of enterprises,to meet the needs of the development strategy of DQ company,we must implement paid attention on performance appraisal system.According to the existing performance management problems of DQ company,and from the improvement of the performance management process(performance planning,performance coaching and communication,performance evaluation,performance feedback and performance results application),performance management mechanism,set up a correct concept of performance management three aspects detailed introduces the DQ company how to ensure the implementation of performance management system the.
