The petroleum system stands in a basic position in a country's energy security system.At present,Japan is the world's fourth largest petroleum importation and consumption country.After two oil crisis in 1970 s,Japan built their large petroleum reserve to safeguard provision,after years of improving,it has become a set of complete petroleum reserve system.By the end of 2016,Japanese petroleum reserve scale has reached 81.44 million kiloliter,which can ensure domestic provision of 218 days.Under the circumstance of fierce fluctuation of international oil price and domestic natural disaster,Japan can ensure oil provision and their stable economic development by releasing petroleum reserve,with their strong ability of petroleum reserve.China began to lay emphasis on petroleum reserve at the beginning of 21 st century,from international comparison,China starts late in petroleum reserve construction.Since 21 st century,the rapid development of Chinese economy has stimulated large demand of energy,the external dependence of oil is rising constantly.And now China has surpassed America to be the world's largest petroleum importation country.In the terms of petroleum reserve construction,China has built eight national petroleum reserve bases,which total reserve ability has reached thirty million tons.However,currently,China doesn't have complete petroleum reserve system and reserve management system,and related laws haven't been passed.In the recent years,international oil market changed frequently,and international society often broke out disturbance,petroleum often as a kind of energy weapon among country's intercourse in the world.Therefore,under the background of the uncertainty of international oil provision,it is urgent to build a complete petroleum reserve system as soon as possible.The research of Japan's petroleum reserve system is in order to provide beneficial inspiring and learning for improving China's petroleum reserve system.Firstly,this paper starts from the general theory of petroleum reserve,stands in the domestic and international perspective to introduce the background of Japan's petroleum reserve construction,divide the development of Japan's petroleum reserve into five different stages,explain the concrete content of every stage and analyze the characteristic of their petroleum reserve.Secondly,this paper also analyze the constitution of Japan's petroleum reserve system from the perspective of it's reserve mode and management system and so on.Finally,it points out the effects and problems of Japanese petroleum reserve,and provide experiences and lessons for China's complete petroleum reserve system.
