Agriculture is the foundation of national economy,it is very important to the whole country.The agriculture itself highly rely on the weather,which is also sensitive to variation of weather.We should take seriously the agriculture insurance so that the agricultural production can reply the loss of agricultural disaster.In recent years,the agricultural insurance has been more highly valued of government in China.Establishing relevant agricultural regulation all the time.On March 1,2013,The "Agricultural Insurance Regulations" was referred,which is given legislation of agriculture insurance rigovous and improvement.“The central file no.1 of 2016” indicates that improve the system of agricultural insurance,treat the insurance as an important way to support agriculture,to expand the scope of agricultural insurance,to develop new varieties to satisfy the demend of the new agricultural subject actively,to improve the level of agriculture risk,to develop new varieties to satisfy the needs of the new agricultural subject actively,to establish relationship between agricultural insurance and other rural financial mechanism,to further improve agricultural insurance catastrophe as dispersing mechanism at last.Now the agriculture insurance developing quickily in China,the level of protection is increasing.However the contemporary operation pattern cannot satisfy the demand of agriculture,we need expand new operation pattern of agriculture insurance,we can try to setting and developing agriculture insurance cooperative.The new which is issued “the central file no.1 of 2017” indicates that to go on expanding new operation pattern of agriculture insurance,to intensify the service "three rural",to encourage the agricultural mutual insurance and set the pilot of agriculture credit cooperative.The agriculture insurance cooperative is in the manner of cooperative,which is the operation pattern the rural who fund raising,and it is a mass insurance operation.which is own profit and loss responsibility with independent accounting.The agriculture insurance cooperative is an important part of the agriculture insurance,the agriculture insurance cooperative can be also treated important so that it will be help the agriculture operation stability and stabiliting the earnings of rurals.The agriculture insurance in our country has obtained achievement these years,however the agriculture insurance cooperative has not been system built.The core of this paper is the anilysis of the necessity and feasibility of the construction of agriculture insurance cooperative in China,which is relevant to the condition developing of agriculture insurance,the condition developing of insurance cooperative and the experience of foreign agriculture insurance cooperative such as France and Japan.We also anilysis the contemporary operation pattern cannot satisfy the demand of agriculture insurance and the reason why the development of agriculture insurance cooperative.The most important is the empirical analysis of the rural households who join the agriculture insurance cooperative.According to the statistical of local rural households,to get the field survey data of 510 farmers in in 7 countries of Heilongjiang province and Jilin province,use logistic regression model,analyze the factors influencing farmer join in the agriculture insurance cooperative.The results of the sample indicates that standard of culture,cultivated land area,ever buy agricultural insurance or not,the types of disasters coveraged,the loss of natural catastrophes last 5 years,the attitude to settlement of claims,the operation condition of the insurance cooperative,the local operation pattern of agriculture insurance,the mutual help of agriculture insurance cooperative,the subsidy given by government approved by significant testing,which can important influenced the rurals households join the agriculture insurance cooperative.It is suitable to develop the agriculture insurance cooperative in China.Finally,putting forward to relevant suggestions about the development of agriculture insurance cooperative in China.The government should strengthen the support to develop the agriculture insurance cooperative,including to establish the system of macroscopic operation and protection,to obey the principle of democracy and voluntary,attach more importance on the propaganda of agriculture insurance cooperative.The agriculture insurance cooperative must norm the developpment of the agriculture insurance cooperative,including to train manager of the agriculture insurance cooperative,setting the the operation regulation of the agriculture insurance cooperative and desigining the flexible standard of premium and claims settlement.
