"Support for the elderly" is the responsibility that everyone must bear since ancient times. With the establishment of country and the development of society,this kind of personal responsibility has gradually developed into a social responsibility, which is characterized by mutual support. In the contemporary, the social responsibility of the pension was increasingly clarified, and the countries gradually formed a relatively completed old-age insurance system. With the emphasis on the cultural characteristics in the management concepts, the satisfaction of public participators in the old-age insurance has become an important indicator of the old-age insurance system evaluation.So far, China has established a relatively perfect social security system, but this original system inevitable continues to produce social contradictions when the society made progress; this would be the driving force to institutional improvement. From the current point of view, China's urban workers basic pension insurance system has some issues, such as empty account pressure, restructuring costs are too large, management anomaly, etc, need to be further improved.To evaluate the implementation effect of this policy and provide suggestions for the improvement of the system. in the paper, the employees of five enterprises in Yan'an were treated as the investigated objects to survey their satisfaction with this system. Further,descriptive analysis, factor analysis and Logistic regression analysis was employed to analyze the staff's satisfaction of the system and its influencing factors. The results showed that insurance fund management, the insurance management of unit, and handling service have positive impact on the basic pension insurance for workers. Based on these results,this paper brought out the following four recommendations: improve the insurance fund management, improve the insurance management of unit, improve the efficiency and quality of handling service, and enhance the popularization of urban workers basic pension insurance, from the humanities and policies to improve the basic old-age insurance satisfaction of workers.The research process and conclusion of this paper have certain scientificness and can be changed and deepened in the future. Such as studying the handling service factor that connect policy and individual how to feed the policy back to the individual, or studying whether the employee's satisfaction with the old-age insurance can be used to evaluate the government performance. For the further researches, this gradual and orderly exploration will reveal the direction of deepening the reform of the basic old-age insurance of urban workers in China,with a view to formulating the social security system which is more in line with our national conditions.
