Research On AEO Based On The Perspective Of Trade Facilitation

With the continuous expansion of the global economy and trade mutual cooperation,trade safety and trade facilitation has gradually become the focus of Global trade,in June 2005,The"Global Trade Security and Convennience Standard Framework" launched by the World Customs Organization(WCO)has introduced the concept of "Authorized Economic Operator"(AEO),Which aims to build the Customs-Business partnership and promote supply chain security and convenience.China has carried out AEO programme research and practice actively in recent years,for example,published the "Interim Measures for credit management of the People's Republic of China Customs enterprise",promoted AEO mutual recognition with other countries,which accelerated China customs reform and modernization process,make more and more AEO enterprises obtain a number of customsclearance facilitation and reduced trade cost,.However,due to the legal environment,port management programme,authentication technology and human factor,there are still some difficulties in the process of China's implementation of the AEO programme.business awareness and recognition of the AEO remains to be improved.This article from the perspective of trade facilitation,explore the significance of AEO programme implemention for customs and enterprise,and through summarizing other countries advanced experience and our our country national condition,aims to explore the thought and method of accelerating China's AEO programme implementation process.Firstly,this paper expounds the trade facilitation and the specific content of AEO programme,put forward that AEO programme is an effective tool to promote trade facilitation.Then summarizes all outstanding AEO implementation experiences through comparing the current AEO implementation situation and the difference between China and other countries,Which lays theoretical foundation for promoting AEO programme development in our country.Secondly,this paper analyzes the facilitation that AEO programme implementation brings for China customs and enterprise,and verify that it is necessary and right for China to implement AEO programme under the new international trade situation.Finally,this paper summarizes the current difficulties and problems our country faced in AEO implementation process,and aims to find out the solutions and provide some suggestions for accelerating the implementation of AEO programme in China.
