The Research Of Green Transformation Of Resource-based Industries In Northeast Region Of China

In the background of national supply side structural reform,industrial transformation as the core of economic transformation is considered again,and the transformation of resource-based industries as the problem of industrial transformation become a focused issue again.This paper takes the resource-based industries in Northeast Region of China as the research object,puts forward the necessity of green transformation of resource-based industries under the guidance of the concept of "green development",and discusses the constraints from two aspects of theory and demonstration.First of all,based on reading related documents widely,combined with the characteristics of resource distribution in Northeast China,this paper selects a total of twelve resource-based industries as the research object,such as Coal Mining and Dressing,Petroleum and Natural Gas Extraction,Ferrous Metals Mining and Dressing and so on,and summarizes that it has scarcity,strong assets specificity,ecological negative externalities and other characteristics.Secondly,this paper analyzes the current situation of the green development of resource-based industries in Northeast China from the three aspects of resource utilization efficiency,ecological environment and economic benefits,and finds that the green transformation exists the following problems: green transformation is short of internal dynamics for lack of technological innovation;green transformation is short of effective institutional environment because of the unreasonable institutional arrangements.Thirdly,the paper emphatically discusses the constraints the green transformation of resource-based industries from different angles,analysis of resource constraintion from resource curse,analysis of capital constraintion from the sunk cost,analysis of technical constraintion from crowding out effect,and analysis of ecological environmentconstraintion from the perspective of ecological negative externalities.Then,the article takes the green transformation of resource-based industries in Liaoning Province,for example,studies further the restrictive function of several constraints with the help of time series regression model.The regression results shows that resource,fixed capital,technica lenvironment and ecological environment have obvious restrictive function on the green transformation of resource-based industries.Based on the above conclusions,the green transformation of resource-based industries in northeast region of China are difficult to make only by market or government,it needs their organic cooperation.Therefore this paper puts forward the policy recommendations for promoting the green transformation of resource-based industries from the three levels of the market,enterprises and government in the last part.
