Research On Forest Farmers' Production Coping Behavior Under The Logging Quota Management System

Since the collective forest tenure reform,farmers became forest management subject in legal sense.Logging quota management system didn't adjust and perfect this change,farmers' dominant position was neglected to a certain extent,resulting in many farmers taking undocumented and over-quota logging,their afforestation enthusiasm was greatly affected.Therefore,how to overcome the constraints of current logging quota management system to stimulate farmers' enthusiasm for forest management,which must be solved to promote forestry development.So how does farmers' cognition on logging quota management system? What production coping behavior will farmers take to overcome institutional constraints? How to choose production coping behavior priorities? What are the key factors influencing selection of coping behavior? Obviously,discussing these issues will help to find out the farmers' production under institutional restrictions,providing a reference for the government to reform logging quota management system,improving the farmers' enthusiasm and guiding rational management to promote the sustainable development of forestry.This paper reviewed and summarized the related literature of logging quota management system and forest farmers' behavior systematically,based on the survey data in Jiangxi,Guangxi and Hubei Province,had a comprehensive grasp of farmers' cognition on logging quota management system,understanding forestry production coping behavior under the constraints of logging quota management system deeply and analyzing priority.Based on this,this paper selected the main coping behavior and discussed the key factors influencing coping behavior choice.The main conclusions are as follows:First,the majority of forest farmers do not know much about logging quota management system,there are cognitive biases in the way of harvesting index,and considering that the forestry sector has strict supervision of harvesting methods;Farmers think accessing logging index is easier,forest cutting license is more trouble,but the distribution of indicators is fair.In addition,farmers believe the implementation of logging quota system has a great influence on forestry income,most farmers still believe that they can overcome the institutional constraints.Second,from the ranking of production coping behavior of view,afforestation area change repeated most often in the first position,tree replacement in the second positions,production input change in the third and fourth place,and mountain sale in the fifth positions.The overall priorities of production coping behavior by additive synthesis method is tree replacement,afforestation area change,mountain sale,delayed cutting decision,production input change,taking “big cut to stay small,the superior cut to left inferior” measures,increasing the frequency and intensity of thinning,and over-quota or undocumented logging.Third,from the influencing factors of forestry production coping behaviors of view,the effect of regional location,system supervision,age and system rationality evaluation on coping behaviors of afforestation(afforestation area change,tree replacement)are most significant;while age,forestry labor,the distance from logging quota approval unit and accessing logging index have significant impact on coping behaviors of logging(delayed cutting decision,mountain sale).
