Research On The Rural Financial Poverty Alleviation System In Hubei Province

Poverty is a worldwide problem.After new China was founded,our country began to attach importance to the problem of poverty alleviation.Before the reform and opening up,our country had been taking the rescue way to carry out the blood-transfusion poverty alleviation.After the reform and opening up,our country implemented the rural economic system reform and established the household responsibility system so that the farmers'income enhanced and the impoverished population scale decreases in countryside.In 1986,our country began to implement large-scale development-type poverty alleviation and adopt the financial poverty alleviation measures.The implementation of anti-poverty credit policies changed traditional blood-transfusion poverty alleviation to the hematopoietic poverty alleviation.After 1994 years,with the issuance of our country's 87 poverty alleviation program,the poverty alleviation loan was extended coverage.Our country began to explore the financial poverty reduction model."Grameen Bank" of Bangladesh was introduced into China,and then microcredit began to pilot and promote.With the rural financial system Reform in 2004,the rural financial poverty alleviation system has also been developed.After reform and development in more than 20 years,our country has initially established the rural financial poverty alleviation system including government department,development finance,policy finance,cooperative finance,large commercial finance and new rural financial institutions.Under the new situation,China's Rural Poverty Alleviation Program(2011-2010)has been promulgated,which explicitly proposes to pay attention to the poverty alleviation mode of rural finance.The financial poverty alleviation model receives more and more attention.The effective implementation of financial poverty alleviation must rely on rural financial institutions.We need to establish perfect rural financial organization system which combined policy,developmental,commercial,cooperative financial institutions,deal with the relationship between the government and financial institutions,between different types of financial institutions perfectly,and fully mobilize the autonomy and enthusiasm of financial institutions,and establish an orderly,complete,efficient and sustainable rural financial poverty alleviation system to play the advantage of financial poverty alleviation.At present,although China has established the rural financial poverty alleviation system,but how to improve the rural financial poverty alleviation system so that it is constantly adapting to the new situation is an important issue.At the same time,how to deal with the relationship of the government departments,the government management and the participation of the financial main body of poverty alleviation,the policy,development,commercial,cooperation and the new rural financial institutions and how to fully exert its function of poverty alleviation so that it can form a poverty reduction force still need to be explored continuously.This paper is around the problems.It summarizes the historical evolution of the rural financial poverty alleviation system in China and the relevant subjects and their related business in the rural financial poverty alleviation system.Then taking Hubei province as an example,this paper points out the disorder of the responsibilities between the main bodies in the present system,the absence of some financial subjects,the lack of the relevant main function and the foundation of sustainable hematopoietic poverty alleviation.Finally,pointed to the order,completeness,efficiency,sustainability,the paper has put forward related suggestions.The first is to clarify the responsibilities of the government and the every financial subject to prevent the situation that those financial subjects competes for the low-risk,low-cost,high-income large-scale projects,but escape from the projects with no profit.Secondly,we should constantly improve the relevant facilities and attach importance to the construction of credit system of rural poor group and information sharing mechanism to create a favorable ecological environment for the operation of financial poverty alleviation system.Thirdly,the main subjects of financial poverty alleviation should form a concerted effort to improve the effect of poverty alleviation.Finally,from the point of education,we propose to attach importance to the dissemination of financial knowledge and the formation of financial consciousness in impoverished areas to change the poor's thinking that waiting for the acquisition without consideration from the government.They should establish the consciousness of self-reliance,self-development,and paid-use funds.And they need to increase production capacity to free from the poor.
