A Preliminary Study Of Integrity Mechanism In Rural Minimum Living Security Object

As we all know,the problem of rural poverty has become one of the hot spots of social concern,among them,as an important institutional arrangement to solve the problem of rural poverty,the rural minimum living security system become more and more concerned by the outside world.In recent years,the phenomenon of lack of honesty in rural areas has seriously damaged the authority and credibility of the rural subsistence allowances system to a certain extent.Therefore,to solve the problem of lack of integrity of rural subsistence allowances is imminent.This paper studies the integrity of rural subsistence allowances from the construction of honesty mechanism as a starting point.To establish a sound and effective rural subsistence allowances in our country integrity mechanism,we must jump out of the traditional framework of moral integrity,to institutionalized integrity forward.establishing a mechanism of honesty under the conditions of a market economy.This article has made a preliminary try.This paper first studies the phenomenon of lack of integrity of the subsistence allowances,collects the relevant information through field investigation and interview,sums up the various manifestations of the lack of honesty of rural subsistence allowances,such as round insurance,human security,security insurance and so on.Then,from the two aspects of subjective and objective analysis of the reasons for the lack of honesty in rural subsistence allowances.Followed by the selection of Australia and Japan,the two representative countries,combing the minimum living security system in the two countries on the integrity of the mechanism of the content,and summed up for our reference.On the basis of the previous research,this paper constructs the honesty mechanism of rural subsistence allowances,which consists of three modules,namely,honesty and early warning mechanism,honest supervision and supervision,which is based on the three aspects of rural low-income system "access-management-exit" Mechanism,honesty and reward and punishment mechanism,at the same time these three modules by the information sharing mechanism,integrity commitment guarantee system,integrity review comparison mechanism,government supervision mechanism,public opinion supervision mechanism,dishonesty punishment mechanism,integrity incentive mechanism composed of seven sub-mechanisms.Only let the various sub-mechanisms work together,in closecooperation with the rural subsistence allowances integrity mechanism can really play a useful role.
