The Influence Of Equalization Of Basic Public Services For Rural Residents' Consumption

To improve the supply of basic public service including two aspects: the increase in the number of the supply and to improve the quality of the supply.The reducing of the regional differences in basic public services and the equalization of basic public services is one of the basic goals of government public policy,and also one of the basic goals of public finance.It has been nearly 40 years since the reform and opening up in 1978.In these 40 years,China has achieved fruitful results in economic and social development,but the current situation is that quite a part of Chinese residents,especially rural residents still failed to enjoy the economic development of the fruits.It's a true portrayal of the supply of public services in different conditions in urban and rural when urban and rural residents enjoy the different public service.On the one hand,it's contrary to the principle of fairness and justice and it's not conducive to the development of a harmonious society in China,on the other hand it will lead to loss of the whole social economic efficiency and it's not conducive to China's economic stability and healthy development and modernization.For a long time,China's economic growth has been faced with the dilemma of insufficient domestic demand,especially rural residents' overall lower consumption has been an important issue for many scholars,many scholars believe that the consumption of rural residents in China's total consumption in the declining proportion is,through the discussion of the reason behind the dilemma,most scholars put forward to the shortage of government supply of basic public services in rural areas may curb the consumption of rural residents,resulting in a lack of the consumption of rural residents,also exacerbated the gap between urban and rural residents' consumption.To promote the equalization of basic public services between urban and rural areas is a challenges of our country to meet and an important measure to accelerate the economy developed in a healthy and steady way and also an important measure to construct a new mode of development,it's an important requirement of China's modernization,too.The promotion of equalization of basic public services will help China to build a sound public service system,and effectively safeguard the vital interests of urban and rural residents,and gradually achieve the goals that the whole people will share the fruitful results of economic and social development.This paper firstly combs the theory,making the equalization of basic public service theory and the meaning of consumption of rural residents clear,discussing the inherent mechanism that how the equalization of basic public services influence the consumption of rural residents,including four aspects:the public finance theory,welfare economics theory,social justice theory and the new public service theory.Secondly,according to the research results of the existing literature,we choose a selection of specific indicators of basic public services to calculate the degree of equalization of basic public service all regions of China,the results show that the equalization of basic public services in our country declined from east to west,and there are some differences in the degree of equalization of the area.On the other hand,we review the consumption of rural residents in China in brief to clear the status of consumption of rural residents in China.Thirdly,we use the inter provincial panel data of 2006-2012 in our country in 28 provinces(autonomous regions and municipalities)(not including Tibet,Xinjiang,Qinghai)to construct a panel model,to proving the degree of the equalization of basic public services influence on the consumption of rural residents in two aspects of static and dynamic test.The regression results show that whether it is from a national perspective,or from the three regions of eastern,central and western,equalization of basic public services for rural residents' consumption has a significant promotion effect.Finally,we put forward the advice to improve the policy system of basic public services,achieve the goals of equalization of basic public services to expand the rural consumption market,so that promote the consumption level of village residents.
