Analysis Of The Implementation Of Rural Tourism Poverty Alleviation Policy In Chongqing

Poverty has become one of the major issues to be solved in the world today.Since the beginning of China is facing an extremely severe poverty situation,despite the poverty alleviation and development in the past decades has made tremendous achievements,helping seven hundred million poor people out of poverty,but there are still about seventy million people struggling at the poverty line.2013,Xi Jinping,General Secretary for the first time proposed precise poverty alleviation,in order to achieve the goal of the last two years of the road pointed out the direction of the goal of the one hundred.Eighteen years,China's poverty alleviation and development of a new situation has gradually opened up to win the fight against poverty has sounded the clarion call.In 2011,Chongqing will help rural tourism poverty alleviation and development as an important project.Over the past six years,with the basic principle of "one county and one area",Chongqing has gradually formed a pattern of industrial development in Qinba Mountain and Wuling mountainous areas.With the support of all levels of government in Chongqing and the unremitting efforts of the people of Chongqing,the poverty alleviation of rural tourism has achieved initial success.This paper uses literature method,interview method and model analysis method,select the process of public policy implementation model as the theoretical analysis framework of Smith in policy implementation,through the analysis from the perspective of public policy on poverty alleviation policy of rural tourism in Chongqing city during the execution,from the ideal policy,execution mechanism,target groups and execution environment in four dimensions of the survey on the implementation of the reality of Poverty Alleviation Policies of rural tourism in Chongqing City,to explore the impact of specific factors in the policy implementation,analysis the implementation process of achievement,find out the deviation of the implementation,and put forward the implementation of the corresponding optimization suggestion.This paper is divided into five parts.The first part,introduction.It mainly introduces the origin of the problem,the research background and significance,literature review,research methods and research ideas: the second part,the definition of relevant concepts and theoretical connotation.Define the precise poverty,poverty alleviation of rural tourism,the meaning of policy execution,and elaborates the content of the theory of Smith's policy execution model and its applicability analysis;the third part,by using the Smith model as the analysis framework,from the ideal policy,execution mechanism,target groups and policy environment in four dimensions of Poverty Alleviation Policies of rural tourism in Chongqing the implementation of the analysis;the fourth part,we summarized the Chongqing city rural tourism poverty alleviation policy implementation effect,analysis of the implementation deviation;the fifth part,according to the actual situation of Chongqing City,put forward constructive suggestions to optimize the implementation of poverty alleviation of rural tourism policy.
