With the development of Chinese economy and city urbanization, the traditional ground transportation has unable to meet the needs of daily travel. As the capital city of China,Beijing has a huge population now,and highly public transportation demands.Because of the characteristics of Quasi-Public Goods,Beijing Subway provides comfortable, convenient and efficient transportation services for Beijing residents and at the same time bring great social benefits. Therefore,it has great practical significant to study the social efficiency of Beijing Subway project and to improve the shortcomings of the project.First of all, this paper take the social benefits of Beijing subway project as the research object, and then defines the concept of social benefits and divides social benefits of Beijing Subway project into three parts, including radiating effect, social welfare effect, and city development effect.Secondly, after analyzing these three parts of effects deeply, this paper constructs the social efficiency of Beijing Subway evaluating indexes system in chapter three.According to the indexes system, using AHP and fuzzy comprehensive evaluation method to calculate the scores of radiating effect, social welfare effect, city development effect and the social benefits of Beijing Subway.Thirdly, based on the evaluation results, the radiating effect gets the highest score, followed by the city development effect, and social welfare effect is the worst;at the same time the score of social efficiency of Beijing Subway is relatively lower than usual,so there is still room for improvement. At last, this paper puts forward some concrete countermeasures to improve the social efficiency of Beijing Subway, and help provide greater contribution to both Beijing Subway but other urban cities subway construction as well.
