The Study Of The Problems And Measures Of Accurate Poverty Alleviation Which Cangyuan County Government Faces

Cangyuan Wa nationality autonomous county,which the whole county belongs to national "straight" area,and is the old revolutionary base areas county.It is relatively difficult to get ride of poverty because of its large impoverished area,deep poverty and diversity poverty causes.The work of poverty alleviation of Cangyuan county is an important part of the battle of winning out of poverty in our country,and the results of accurate poverty alleviation largely affects the goal wheather can we achieve the first goal of our country,can we meet the deadline of 2020 under the current standards in China to finish the task of rural poverty population out of poverty,to remove the cap of all poor counties,to solve the problem of the whole regional poverty.In the current poverty alleviation work,by elevating the poverty alleviation work of Cangyuan county,document tent card problem of precise identification,men sent by village problem in precise support,project schedule problem of precision support,funds allocate and use problem of accurate management were found.By the actual survey in Cangyuan county,I summarized the reasons that caused those problems due to the following five: lagging concept idea,poverty alleviation funds which do not reach the designated position,unfit poverty alleviation mechanism,poverty alleviation that lacks of innovation and insufficient internal impetus of poverty alleviation.In the case of summing up the successful experience about poverty alleviation of other county government,put forward two aspects of the government from the internal and external to improve the accuracy of Cangyuan county government poverty alleviation: From the government internal aspects,first is changing concept of poverty alleviation,improving the ability of poverty relief team;the second is to strengthen the construction of institutions,improving the capacity of the government poverty alleviation;third is to increase financial input,to improve the capital management ability;the fourth is perfecting mechanism construction to ensure that six precision.From the government external aspects,first is strengthening the concept of poverty,inspiring people's will of anti-poverty;the second is to strengthen quality-oriented education,to improve the ability of people out of poverty;third is improving the infrastructure,strengthening the social security services;the fourth is to develop the economy,to improve people income level;the Fifth is to explore cooperation pattern,to promote the diversification of poverty alleviation.
