Research On One-Stop And Full-support Mode Of Intellectual Property Transaction

The limitation of the transformation ability of scientific and technological achievements is the bottleneck restricting China's innovation and development.The realization of the value of intellectual property rights(IPR)is a multi-dimensional,multi-stage,multi-mode link process,and each link needs a series of resource support and service support.As a link between technology and economy,the intellectual property trading platform is an important force to facilitate the smooth transformation of technological achievements.Although China has a large number of various types of intellectual property trading platform,but the overall construction of the platform shows the characteristics of small,scattered and weak.It is difficult to meet the needs of the technology market due to the lack of initiative service consciousness or full service capability,and seriously restricted the further development of intellectual property trade.Therefore,it is necessary to innovate the service mode of intellectual property trading platform,and build a comprehensive one-stop and full service platform.On the basis of combing the theoretical research results at home and abroad,the article points out that the theoretical research of the one-stop and full service platform mode in the field of intellectual property transaction is lagging behind.According to the present situation of the rapid development of IPR trading platform in China,this paper analyzes the problems such as limited service ability,lack of service consciousness,incomplete service and lack of linkage in the construction and operation of the platform.It clarify the necessity to build a one-stop and full service mode.Through the data research and comparative analysis,we summarize five typical development mode of foreign intellectual property trading platform and its useful experience for our country.Then,this paper proposes to build a one-stop and full-service platform mode based on the bottleneck problem of platform construction and foreign experience.Under the guidance of the theory of innovation value chain,this paper elaborated the connotation and characteristics that the one-stop and full-service IPR trading platform should have,that is information integration,service integration,subject diversification and linkage of online and offline.And puts forward the five stage model of IPR trading which covers information search,information matching,consultation and negotiation,transfer transactions,transformation and implementation.At the same time,it analyzes the basic service requirements of supply and demand in each stage.Based on the five-stage model and its service requirements,this study constructs the service system of information service,assessment service,consultation service,transaction service,tracking and value-added service.And concluded the four big advantages of this mode,namely,reduces the transaction cost and risk,realize the demand oriented service mode,break the separation between different subjects,provide one-stop and full service experience.Then establish the internal and external support system.Finally,take the country's largest full support technology trading service platform—CTEX as an example.This paper makes a confirmatory analysis of one-stop and full service mode from the point of view of participation,operation mechanism,service system and operation effectiveness of CTEX.In view of the deficiencies in the construction of the full support platform of the CTEX,puts forward some development strategies for improving the platform construction of CTEX by using the theoretical mode constructed in this paper.
