The report of the Nineteenth National Congress of the Communist Party of China continues to make new strategic arrangements for entrepreneurship and innovation,and clearly requires that entrepreneurship and innovation should be placed at the focus of national development so as to drive development by innovation and drive economy by entrepreneurship.At the same time,in the national development strategy,"entrepreneurship and innovation development" is placed at the key point of the development concept.It is pointed out that the development goal of the "13th Five-Year Plan" is to comprehensively realize the universalization of entrepreneurship and innovation,treat it as an important development potential,strive to cultivate new economic growth points,become the driving force of development,constantly solve new problems of development and expand development space.The report of the Nineteenth National Congress of the Communist Party of China also points out that entrepreneurship and innovation should be regarded as a new development strategy and firmly implemented,and strive to build an innovative country and become a leader in internationalization.Innovation is the motive force of development.Without innovation,there will be no development.Modernization can not be separated from innovation and entrepreneurship.Both of them constitute the strategic support system of the economic system.In 2015,Chengdu was successfully listed in the first batch of 15 small and micro enterprises in China as the city demonstration base for entrepreneurship and innovation.In the demonstration work of "two innovations",Chengdu is facing enormous opportunities and challenges,constantly facing difficulties,seizing opportunities,meeting challenges,striving to promote the development of entrepreneurship and innovation work,and promoting the construction and development of entrepreneurship base.Chengdu has made great efforts in policy preferences,enterprise science and technology innovation,public service system construction and other aspects,striving to build a twin-bed engine,accelerate the integration of industry,innovation,capital and policy,and provide a high-quality platform and service for the development of small and micro enterprises.At the same time,Chengdu constantly carries out the transformation and renewal of the innovation mode,promotes the promotion of the service of the double-venture organization,and improves its construction strength.Chengdu Municipal Government has taken a number of measures in the demonstration work of small and micro enterprises,but there are still some problems in policy support,division of department responsibilities,and innovation of system and mechanism.This paper takes "Research on the Effect of Demonstration Implementation in Chengdu small and Micro Enterprise Innovation Base City " as the research object,carries out investigation and Research on Chengdu's Two Creations Demonstration Work.According to the evaluation of the relevant survey objects,this paper analyses their satisfaction,summarizes and studies the relevant data,and finds out the problems existing in Chengdu's urban demonstration work of small and micro enterprises' entrepreneurial innovation base.In order to improve the construction of small and micro enterprises' innovation demonstration base in Chengdu,the corresponding countermeasures are put forward.According to the conditions and advantages of Chengdu's development,this paper puts forward some suggestions for optimizing the government's behavior,strengthening the government policy support for the implementation of the "two innovations demonstration" work by the government of small and micro enterprises,clarifying the responsibilities of the government departments for the implementation of the "two innovations demonstration" work by the government of small and micro enterprises,and increasing the institutional innovation of the implementation of the "two innovations demonstration" work by the government of small and micro enterprises.
