A Study On Promoting The Entrepreneurship And Employment Of Returned Migrant Workers In Hubei Province

With the development of China's economy,the traditional industries in the eastern coastal economically developed areas are speeding up to transfer and upgrade the industry, the living space for a large of labor-intensive industries is limited, which leads to the reduction of relative jobs, thus a part of migrant workers are confronted with unemployment; besides, the first generation of migrant workers are facing a critical period of supporting the elderly and raising children. Driven by affection of family and local complex. The subjective needs of returning to hometown are highlighted. In the context of the tide of returned migrant workers, the State Council issued relevant opinions and action plans to support and encourage migrant workers to return to hometown and find a job or start their own business, thus promote the process of agricultural modernization new rural construction and urbanization.Based on the author's research data, this paper will describe the trend, current status and characteristics about their entrepreneurship and employment of returned migrant workers in Hubei Province from 2005 to 2016, then analyze the social value, economic benefit and the possible problems of their entrepreneurship and employment. Thus we can evaluate the existing policies and put forward some corresponding policy recommendations. The study shows that the entrepreneurship and employment of those returned migrant workers are not so bad. Their entrepreneurship drive the employment of farmers, improve their income, promote the level of agricultural modernization, adjust the agricultural structure, and develop various forms of moderate scale agriculture. At the same time, the entrepreneurship and employment of returned migrant workers in low education and less developed areas is more difficult, raising funds to start a business is not so easy, some breeding enterprise may cause environmental pollution and other issues.Based on this, the local government should focus on employment of returned migrant workers rather than entrepreneurship. Government ought to take effective measures to create more employment opportunities, educate and train the young migrant workers to improve their labor skills, pay close attention to the less developed villages and towns,promote featured agriculture in those areas to improve added value of farm products.
