The Problems And Countermeasures Existing On Integrated Innovation Of Culture With Science And Technology In Hunan Province

With the development of knowledge economy and the popularization of information technology,the integrated innovation of culture with science and technology has become an important form to enhance the capability of independent innovation,improve the soft power of culture,and promote the development of economy.Faced with the increasingly fierce international economic situation,the report of the eighteenth National Congress of CPC clearly put forward the development strategy of "promoting integration of culture with science and technology,developing new forms of cultural operations,and making cultural operations larger in size and more specialized ".In this background,the "innovative Hunan construction outline" also made it clear that the integrated innovation project of culture with science and technology as one of the nine innovative construction projects in Hunan.Cultural innovation and technological innovation to achieve mutual promotion,to guide Hunan's integrated innovation of culture with science and technology innovation has achieved fruitful results,greatly developed its ability,platform and model,and makes an important contribution to regional economic development.It is of great theoretical value and practical significance to study the integrated innovation of culture with science and technology in Hunan in order to change the economic development mode.The integrated innovation of culture with science and technology is a gradual integration of the demand oriented,through the effective embedding and coupling of cultural and technology elements to form an innovative symbiosis.This paper discusses the significance of the integrated innovation of culture with science and technology to promote the reform and development of enterprises,upgrade industrial structure,enhance the ability of independent innovation and build an innovative country by using the theory of collaborative innovation,the theory of competitive advantage and the theory of endogenous growth.Based on the questionnaire survey,this paper analyzes the current situation,problems and causes of the integrated innovation of culture with science and technology in Hunan province.Found that the rapid development benefit from government policy support,organization coordination and financial support,but also facing the problems such as the imperfect resource sharing mechanism,the lack of capacity of achievement transformation,the shortage of funds and the lag of talent training.The main reasons for the above problems are the lack of the integrated innovation consciousness,and the incentive and restraint mechanism and the investment and financing mechanism existing problems.According to the above analysis,the strategy of Hunan's integrated innovation of culture with science and technology can be improved from three aspects: spatial layout,operation mechanism and security system.To optimize the spatial layout of the integrated innovation by strengthening regional linkage,industrial agglomeration and park construction,improve the overall coordination mechanism,investment and financing mechanism,talent training mechanism and achievement transformation mechanism to improve the integrated innovation operation mechanism,and perfect the legal protection system and policy guarantee system of the integrated innovation of culture with science and technology,play its role in promoting economic and social development in Hunan.
