Study On Priority Order Of Farmer Cooperatives For The "Agriculture-supermarket Jointing" Policy

“Agriculture-supermarket jointing” is a series of policies created for constantly driving development of farmer cooperatives and better serving for it.In light of current implementation,policies issued by government are mainly communities combined with many sub-policies,mostly with top-down features because different policies place different influences on farmer cooperatives and different farmer cooperatives require different supportive policies;besides,pertinence and efficiency of supportive policies has not yet produced the desired effect from the perspective of implementation effect.Therefore,there is necessity to study the demand priority of farmer cooperatives for supportive policies in the view of farmer cooperatives.The article is based on field investigation and interview on 250 farmers of 24 counties in Jiangxi Province.Evaluate the demand by farmer cooperatives for government's supportive policies: “Agriculture-supermarket jointing” on the basis of analysis on main features foundation of farmer cooperatives,further study on descriptive statistics analysis of the demand by farmer cooperatives for “Agriculture-supermarket jointing”,including difference of analysis on overall demand by farmer cooperatives about “Agriculture-supermarket jointing” and most diversity among different farmer cooperatives.Secondly,from such an analysis through the use of clustering method and non-weight transfer ideas,demand by the farmer cooperatives for hierarchy and the priority of "Agriculture-supermarket jointing" is obtained.Sub-policies of Alliance of Agriculture and Supermarkets are divided into four categories.Use the idea of non-weight transfer to list general needs priority of farmer cooperatives for“Agriculture-supermarket jointing” and needs priority of farmers with different features for “Agriculture-supermarket jointing”.Finally,this study proposes to improve “Agriculture-supermarket jointing”.The government should strengthen the construction of agricultural products production and marketing docking platform,innovative docking mode and mechanism,while carrying out standardized production technology guidance or training activities,promote the development of farmer cooperatives to the direction of standardization and increase the credit support of "Agriculture-supermarket jointing" and innovation and diversification of agriculture policy support,as well as constantly improve the construction of agricultural products information platform policy and do a good job in enhancing talent training.
