Through the core technology breakthroughs and resource integration,National Science and Technology Major Projects is in a certain period of time to complete a major strategic product,the key common technology and major projects to achieve national goals.Since 2006,National Science and Technology Major Projects began played a great influence in the fields of science and technology.Compare with other projects,National Science and Technology Major Projects have the features of the long period of time of implementation,the high investment costs,the wide range of filed and so on.These features caused the complexity of implementation and the uncertainty of projects perspective.Facing with the damage caused by the uncertain factors,if we are not able to identify and stop timely,it may cause the waste of resources,and impact on the implementation process,and even affect the national core competitiveness.Therefore,it is significant to study the termination decision and stop the uncertainty projects with no prospect timely.Based on system science,project management,fuzzy mathematics and other related theories,a network model of National Science and Technology Major Projects is established to recognize the key points,by in-depth analysis of the connotation and characteristics.Based on the key points,this paper builds the index system and the model of termination decision of National Science and Technology Major Projects.Finally,a case study is done to check out the feasibility and validity of the model of termination decision.
