Research On The Sharing Mechanism Of Cost During The Citizenization Of Agricultural Migrating

The migrating population from rural areas are first group of farmers out of rural areas,which are the special group in contemporary china,are the largest scale group pouring into cities within the shortest time with our open door policy.They are literate and are able to find suitable job and position,widely spread many walks of life.They are the important components in our industrial workers.They provide a large number of labors for city building,economic growth,also create huge wealth,making great contributions.They are great force in promoting economic growth and social construction change.But they live at the edge of town and unable to integrate into the city to become citizens.They realized regional migration and professional transfer,but no change in identity and status.They live and work in the town and counted as urban population.But they haven’t got household register in town,didn’t enjoy those kinds of social security and public services as people in town do,still regarding as rural people.They get paid in town but leave t he savings at rural areas.They live in town,but their roots are still in rural areas.They work hard in town but they are lack of welfare,no fixed shelter,living a hard life.If a great number of migrating rural people long stagnate in this condition,failing to urbanized,inevitably affect the economic growth in healthy way in town and the harmony of the whole society.Therefore,how to make migrating rural people equally enjoy social rights and public services as the citizen in town have,how to transfer those migrating rural people who conform to the condition to citizens gradually,make them enjoy rounded social welfare,integrate into the urban social and cultural life while they complete regional and professional transfer,achieve the transformatio n from entering into the city to integrating into the city and become the real new citizens,which are the key in building new type of urbanization in China.In this paper,the concept of urbanization of rural migrant workers and the connotation ofsharing mechanism as the breakthrough point,the classification of aggregation method is adopted to measure the cost of the citizenization of migrant workers,to get the total cost of the upper limit and lower limit,peasant migrant workers by measuring indicates that the cost of the citizenization of migrant workers is huge,and its own cannot bear,the government,the enterprise did not afford corresponding Shared responsibility,then draws the troubles behind the citizenization of migrant workers cost sharing;Then,through the comparison of the contribution and distribution of the second and third industries in the migrant workers’ cities,the internal root causes of the cost-sharing of the citizenization of migrant workers are revealed.Then based on the citizenization of migrant workers behavior questionnaire data,it is concluded that the influence factors of cost sharing dilemma of urbanization of rural migrant workers and impact strength,and gives the sharing path under different share the subject;And then analyzes the peasant workers’ citizenization of cost sharing interest coupling between main body,including migrant workers and local governments share the game,the share of enterprises and local government,the central government and local governments share the game;Finally,the paper concludes with the conclusion of the paper to design the input mechanism,incentive mechanism,supervision and review mechanism and financing mechanism of migrant workers.In order to guarantee the cost sharing mechanism in urbanization of migrant workers can run effectively,and finally gives article 19 the countermeasures in five aspects,including:to mobilize the cost-sharing historical mission of the central government,to mobilize local government share of governing competitive,arouse the social accountability of enterprises cost sharing,arousing subjective initiatives migrant workers cost sharing,strengthening of the central government powers,strengthening local government financial power,balance urban and rural labor market,strengthening the rural migrant workers labor skills training,to build a nationwide system of endowment insurance and medical insurance,promote the farmer collective land property rights counterpoising truly,improve agricultural land and land circulation system of house-site in the countryside,improve the farmers’ property rights system,deepen the reform of the household registration system,deepen the reform of the education system,deepen the reform of the real estate market,improve the administrative level of qualified county town,the establishment of the national unified information database,establish a unified national rural migrant workers employment and recruitment information sharing platform.
