With the deepening of China's economic system reform and the rapid development of Internet plus financial,the financial sector needs to improve the mechanism.Faced with a complex business environment,coupled with the instability of the capital market,the risk management and control ability of commercial banks is becoming more and more important.Designing a reasonable performance evaluation system is conducive to the sustainable development of banks,but also conducive to improve their risk management and control capabilities.Therefore,commercial banks must change the traditional single financial performance evaluation methods,and gradually establish a combination of financial and non-financial performance evaluation system.In the future,the development direction of the performance evaluation system is based on the multidimensional key indicators.It can promote the deepening of reform and enhance their core competitiveness.Based on the background above,this paper had chosen C region Division in A bank as the research object,aiming at the construction of the performance evaluation system in C region Division based on the balanced scorecard.The balanced scorecard is an excellent performance appraisal tool which has been tested by many industry enterprises for many years.It evaluates the enterprise status from four dimensions: finance,customers,internal process and learning growth.It can take into account the long-term strategy and short-term goal of the enterprise so as to help enterprises grow gradually.Based on the characteristics of the bank,this paper has increased the risk control dimension to expand the original balanced scorecard,and improved the performance evaluation index in C region Division of A bank by using the developed balanced scorecard model.Firstly,this paper elaborates the related research about performance management,the balanced scorecard and principal-agent theory,and then introduces the general situation of C region Division and the status of its performance evaluation.Through interview and the questionnaire survey,I analyze the main problems in the performance evaluation of the C region Division and discuss the necessity and feasibility of using the balanced scorecard.Next step,according to the business objectives of the C region Division,I draw the strategic map,design the performance evaluation program of C region Division including five dimensions: financial,customer,internal business process,risk management and learning and growth.And use AHP(Analytic Hierarchy Process)to determine the weight of the scientific indicators.Finally,the paper makes an evaluation on the operation of the C region Division in 2015,and puts forward some measures for the performance evaluation of the Balanced Scorecard.Through the research,the performance evaluation system designed in this paper is consistent with the strategic objectives of the A bank C region Division.It can make a realistic,objective and fair judgment on the management results of the C region Division.Finally,it will help C region Division improving its performance management level,and has a good reference for other commercial banks implementing the performance evaluation.
