As the annual number of university graduates multiplies and governmental institution reform deepens,NGOs increasingly participate in public employment service supply for university graduates.Previous studies on employment supply NGOs provide for university graduates mostly focus on direct offer of employment position opportunity,the ones on NGOs' participation in public employment service supply for university graduates still lack.Participation of NGOs in public employment service supply for university graduates can not only relieve the pressure of governmental employment service but also provide customized employment service.Based on "government malfunction theory" and "Market malfunction theory",this paper discusses the difficulty in public service employment for graduates and the positive roles NGOs play in public employment service supply for university graduates.These include raising the quality of graduate employment,coordinating the relationship between government and market,enhancing communication between both sides of labor supply and demand,providing employment service supply for graduates and policies for decision-makers,therefore,it comes about participation of NGOs in public employment service supply for university graduates is necessary.Taking Guangxi Association of Employment Promotion as a case study in the practice of participation of NGOs in public employment service supply for university graduates,it summarizes service supply for graduates mainly provide:employment training,internship position,entrepreneurship supply,employment information and supply.The paper analyzes main difficulties in the process and concludes that they are the lack of standardization in government's purchasing employment service program,shortage of development fund,staff's lack of professional education,unfavorable employment service for enterprises,and imperfect service valuing mechanism.Based on NGOs'development in China,the study also analyzes the internal cause influencing their service supply and they are:imperfect laws and regulations,high influence of public organizations,inadequate development of NGOs,lack of service undertaking ability,of training for staff and of investment in team construction,and fragmentization of NGOs' participation.Considering the internal causes and drawing from developed countries and regions on the experience like policy guidance and offering internship opportunity and customized service,the paper suggests optimizing the development path of participation of NGOs in public employment service supply for university graduates by means of enhancing supply capacity of NGOs,improving the NGOs'participation safeguard mechanism,innovate the ways NGOs participate in,so as to advance the development of employment service system for graduates and raising the quality of public employment service for graduates.This study aims to provide a new supply model for employment service for graduates.:through regulating the participation of NGOs,to realize the diversity and profession of service subject,enrich the content of service and make effective endeavors in forming an employment supply system for the graduates with the participation of NGOs.
