A Study On Problems And Countermeasures Of Primary Food Safety Supervision Under The Background Of The Major Department Reform

No man can live without food,since ancient times,Food,as the foundation of human survival and development,is as important as water,air and sunshine.But in recent years,The frequent occurrence of domestic food safety accidents,It has brought great fear and concern to the people.People even change their faces when they talk about the “food”.There are many reasons for food safety accidents,but the food regulatory system is undoubtedly an important aspect.For a long time,Our country implements the food safety subsection regulation model,The overlapping functions of the regulatory authorities have been exposed.Every man has his own way.Even the regulatory vacuum,and many other problems.so,after the 18 th National Congress of the Communist Party of China(CPC),the state has decided to implement a major reform of the food safety regulatory system.Jiangsu province G county according to the relevant state requirements,the former Administration of Industry and Commerce?Food and Drug Administration and Bureau of Quality and Technical Supervision of the three,form a new market regulator has been established under the county-level system,unified management of food production,circulation and consumption of food and other links.form a complete closed loop regulation.The comprehensive law enforcement system after reform is still in the stage of exploration and establishment.Therefore,there are still many problems in law enforcement practice.In the context of the reform of the ministry system,this paper takes G county,jiangsu province as the research object.The present situation of food safety supervision in G county has been studied by comparative analysis method,case analysis method,document data method and survey interview method the existence of grass-roots supervision is onerous?weak regulation,local barriers are serious and regulatory limits are limited;the food inspection and detection level is insufficient,function is wasted;the reform is not synchronous,the basic supervision is not smooth and so on.On this basis,by combing and drawing on the advanced experience of foreign developed countries' food safety supervision,at the same time,combining with the author's practical work experience in the field of food safety supervision,respectively from strengthen food safety supervision of law enforcement power at the grass-roots level,and build a social supervision system,improve the food safety regulatory system,and solve the contradiction between food safety regulation and place the pursuit of economic efficiency,etc were analyzed,the specific countermeasures and Suggestions for improving the food safety supervision in G county under the background of the reform of the major system are put forward,in order to provide some reference for the next food safety regulation in G county.
