The research on the performance evaluation of railway construction project management is of great significance to improve the management level of railway enterprises in China,and to improve the economic efficiency and enhance the comprehensive competitiveness.At present,China’s performance management level of management mechanism of railway construction project is still a big gap compared with foreign countries,mainly for the imperfect performance evaluation system,performance evaluation procedures are not standardized,the evaluation mechanism is not perfect,so to strengthen the theoretical research of this question,and from the actual situation to construct the performance evaluation system of management institutions China railway construction project is particularly necessary.In this paper,using the method of literature research and empirical analysis,first of all from the performance evaluation of railway construction project S management situation,analyzes the main problems of S management personnel performance evaluation of railway construction project and the cause of the poor effect.That the main problems of performance appraisal system of S management of railway construction project is the lack of performance planning,performance indicators are too general,lack of performance feedback and complaint mechanism,insufficient application of performance appraisal results.Analyses the main causes of the problems of the performance appraisal system of management of the project is the attention and support of managers on the performance evaluation of the training is not enough,lack of investment,management measures are not in place,the performance appraisal methods misconduct,weakened the effect evaluation.On this basis,the use of Balanced Scorecard theory,construction process and steps of the performance index system,performance evaluation system and performance communication and feedback system;and by adopting the method of analytic hierarchy process(AHP)for railway construction projects department S performance index system of the key success factors(CSF)and key performance indicators(KPI)the weight of the set.From three aspects of performance planning and guidance,performance evaluation,performance feedback and performance evaluation results,the main process of project management personnel performance appraisal is designed in aspects.Finally,aiming at the case of enterprise implementation effect of Balanced Scorecard performance evaluation system for the test,put forward the safeguard measures of the implementation of performance appraisal management system of S railway construction project,attention and intervention of senior managers is the primary condition to ensure the effective implementation of performance appraisal,the organization should pay attention to different departments coordination in performance evaluation to carry out the work of strengthening staff training work is an important guarantee for the effective implementation of performance appraisal system.
