Study On The Endowment Insurance Model Of Landless Farmers In Jingyang County

Shaanxi Province,West Ham district belongs to the national district,under the Jinghe metro,Metro Airport,and metro,the East Metro symphony,Symphony West Metro five development zones.Jingyang County administrative areas are distributed in the Jinghe metro,Metro Airport and Metro Qin three metro,the Jinghe Metro all planning area is located in the administrative area of Jingyang county.In recent years,in the process of the rapid development of West Ham,Jingyang County produced a growing number of landless farmers,this part of the crowd generally face the problems of endowment insuranc of land lost income after the future old.In December 2012 from Baoji City Jingyang County by basic endowment insuranc on the formulation of Jingyang County endowment insuranc system of land expropriated peasants,to some extent alleviate the endowment insuranc of farmers by land acquisition problems.At present the system model facing the security level is not high,the financing level is lower,at the same time,some landless farmers also by way of petition said after the land acquisition of endowment insuranc level of life dissatisfaction.In the past three years,Jingyang County "NPC and CPPCC",by the problems of endowment insuranc of landless farmers has become the focus of many proposals.Therefore,Jingyang County of landless farmers' endowment insuranc problems are considered forward-looking and institutional arrangements,improve the endowment insuranc is very necessary.Welfare state theory and land rent theory are the theoretical basis of this paper,from the perspective of the government to establish a sound social insurance policy system,to seek effective ways to protect the basic livelihood of landless peasants.This paper introduces the basic situation of Jingyang County is the farmers and changes and the present situation of the endowment insuranc.using the method of comparative analysis and through in-depth interviews,research and analysis of the two characteristics of Jingyang County endowment insuranc and the existing problems and causes,and combined with other parts of Shaanxi province landless farmers pension the practice experience,proposed landless farmers in the basic endowment insuranc system for urban workers,improve the social security of landless farmers fees,was forced to establish endowment insurance system for landless farmers and the establishment of reserve and mode of endowment insurance of landless farmers to adapt to the compensation standard of land expropriation and so on,in order to further improve the Jingyang County is the endowment insurance mode landless farmers.
