Talent echelon construction is an important method to solve the problem of structural shortage of talent, which aim to meet the need of development of enterprise .As the main business, L Company started its ICL business in 2007, which operated the business of instrument and reagents of IVD. With the rapid development of 10 years, L Company established its ICL in Shanghai, Jiangsu, Hubei and Hunan.Be affected by the development level of ICL and the medical system in China L Company encounters the bottleneck of talent. In order to solve this problem, L Company tried to construct its talent echelon which based on laboratory technology.But this talent echelon cannot meet the demand of the future strategy.On the basis of research for the development strategy, status of human resources and the level of talent echelon construction in L Company, this paper finds that the problems of talent echelon construction are below: talent strategy, the standard of talent distinction and appraisal, talent training, talent excitation and the guarantee system. The lack of strategic support, the direction of distinction and appraisal and the basic environment leads to the problems above.In order to optimize the talent echelon construction which could meet the demand of the company strategy, this paper propose the optimization tactics as below:strategy talent planning, competency model structuring, talent review, career development channel extend, talent pool optimizing, talent training optimizing and guarantee system establishing. In addition, talent shortage that LCL faced will be deeply analyzed, with a view to find the critical factor of talent shortage, which aims to solve the problem of talent shortage from the angle of talent echelon construction with theory competency model.
