Research On Information Poverty Alleviation In Rural Poverty Areas

Based on public goods theory, knowledge gap theory, poverty alleviation theory and information productivity theory, this paper combs the relationship and mechanism of rural poverty and information poverty. proposes the concept of information poverty rate and constructs a corresponding evaluation system in poverty-stricken rural areas, through which empirical research has been done in Luoning County. countermeasures and suggestions put forward to help the alleviation and elimination of information poverty in those impoverished rural areas.Research content:1. The content and requirement of national rural informatization construction in the new period have been summarized and reviewed, so as to better target existing problems and then promote its inclusive and sustainable development.2. The concept of information poverty degree has been put forward and its evaluation system also (has been) constructed in poverty-stricken areas with 3 first-level indicators and19 second-level indicators resorting to expert evaluation and grey correlation method.3. The empirical research on information poverty in Luoning County has been carried out and correlation analysis (has been) made to reveal the main causes.Research Results:1. National rural informatization construction faces many problems like uneven regionaldevelopment, lack of information technology human resources, lack of joint efforts and inadequate application ability of information technology.2. The evaluation system and evaluation model of information poverty degree in poverty-stricken rural areas should be improved and perfected in order to enrich researchmethods.3. The hypothesis that Luoning County is in a state of severe information poverty has beenproposed, and thus information poverty elimination has been put into agenda with some foregoing measures directed to alleviation in poverty-stricken rural areas.
