Under the background of national green development concept,Resource based areas have been exploring the path of green,sustainable development and finding a way to promote the harmonious development of economy,politics,society,culture and environment,However,there are many problems in resource based areas,such as over reliance on resource-based industries,the low level of comprehensive utilization of natural resources,which resulting in increasingly prominent social,resources,environment and other issues.The economic development of resource based region is facing the problem of uncoordinated and unsustainable development,even contrary to the concept of green development.Under the new situation,how to crack the sustainability of resource type area,make up the short board development of resource type area,give full play to the advantages of resource-based regions,is a key resource type area to realize green development.Green development is a long-term and arduous task,and it also is a complex system engineering.It is very important to establish a comprehensive evaluation system of green development for real-time monitoring and objective evaluation of resource based areas.This paper mainly includes the following four aspects:(1)analyze and summarize the relevant theoretical research on resource based areas and green development,In this paper,the entropy method is used to calculate the weight of green development indicators in resource based areas.this paper defines the concept of resource-based areas,Picking up 8 central resources area,such as Henan,Jiangxi,Hubei,Shanxi,Inner Mongolia,Jilin,Hunan,Heilongjiang,7 western resource area such as Gansu,Guangxi,Xinjiang,Shaanxi,Guizhou,Ningxia,and 3 Eastern resources such as Shandong,Liaoning,Hainan as the research object,to statistic the data of 18 typical resource-based provinces,The connotation and extension of green development are expounded,and the research on green development ismainly carried out in three aspects: policy support,economic growth,and environment carrying capacity;(2)the reference summary of green development related index system at home and abroad,statistical index analysis of resource-based provinces,this article starts from three aspects,including the green economic growth,resources and environment carrying capacity,and the support of government policy,constructs the evaluation index system of green development in resource based region,which includes 6 levels and 26 specific indicators;(3)Selecting the relevant data of 2008-2015 resource-based provinces of green development.The green development index is calculated by entropy method,to determine the weights of indicators,compare and analysis the data,This paper analyzes the problems faced by the development of resource based areas,and points out the reasons for restricting the development of the green areas;(4)Using dissipative structure to analyze the green development of resource based region,pointing theory out the specific measures for green development,to reducing the increasing entropy,The introduction of science and technology innovation,increase government policy support and other negative entropy source,Put forward targeted policy recommendations in order to speed up the effectiveness of green development in resource-based areas.Under the new norm,We have to solve the problem of economic development and environmental protection,to complete the upgrading of economic resource type area transformation,in essence is to grasp the relationship between development and protection,to form the green life,mode of production,and ultimately to the economy,resources,environment coordinated and sustainable development.The main conclusions of this paper are: green development level of 18 resource-based provinces showed an increasing trend,but the overall level is still not high,the level of development and the east resource type area is higher than the central and western resource type area;The eastern,western resource type area inside the gap is greater than the central region,the gap between the green development process of western resource type area to reduce the obvious gapbetween the level of development of the eastern green resource type area obviously;The green development index system,government policy support index weight accounted for the first,followed by the green degree of economic growth,the ability index ranked third resource and environmental capacity.Therefore,transformation of resource-based regional economic development mode,the resource-based regions achieve green development faster and better,the countriy need to continue efforts to increase policy support,the Province vigorously promote technological innovation,optimize the industrial structure upgrade,to explore the differences for green development in the province of the road.
