Studies The Mode Of Compensation Resettlement Of Land Expropriation In Anshan Qianshan

Land expropriation is the main way of building land source.In recent years,in accordance with the Qianshan urban development,the number of land expropriation in Qianshan has been rising high.According to incomplete statistics,2010-2014 years Qianshan land acquisition projects up to 116,Land area up to 1882.308 hectares,Landless farmers as many as 35000.Under the influence of a large number of land acquisition projects and the speed of the land expropriation,the changes of government policies in landless peasants compensation and resettlement are not keeping up with the pace,resulting in compensation and resettlement is not perfect,declining farmers' living standards etc.Therefore,the purpose of this study is aiming at the problem of compensation and placement,recombining reasonable compensation standards and resettlement to construct the dual effects of the compound compensation and resettlement mode and providing reference for land compensation and resettlement for Qianshan.This paper summarizes the advantages and disadvantages of the four ways,including the monetary,combining monetary with social security resettlement,combining monetary with reemployment,combining monetary with concentrated development or relocation.Adopting questionnaire and interview method,basing on the data compensation and settlement of land lost farmers,the price of land security and the comprehensive price of land requisition for different districts are estimated.Referring to social security standards for towns,the pension insurance,medical insurance and unemployment insurance are included in the social security system of the landless peasants to establish the pension insurance system,the diversified medical insurance system and the employment security system for the landless peasants.The research conclusions:(1)The existing compensation standards for the district land price cannot protect the living standards of the landless peasants,and the land price lacks the compensation of the land security price.(2)The land security price is integrated into the comprehensive land price,the comprehensive price of the five kind of district is generally improved,and the higher the district price has,the higher the security price.(3)After the completion of the social security resettlement,making farmers and residents relatively equal rights and interests,to meet the needs of different levels of landless farmers,solve the problem of compensation and resettlement disputes,increase the placement standards.
