"Three rural"issue is always a major strategic issue related to the reform development and the overall situation stable.The core of"Three rural"issue is that of farmers,the essence of farmers'questions are the issues of employment and income.Increased income of farmers,fundamentally is to promote the transfer of employment among peasants and herdsmen. Namely put the surplus-labor in farmland pastured interior through the ways of adjustment of industry restructure or diverge the surplus-labor outside the farmland through urbanization in order to achieve full employment.This paper,access to search large amounts of data at home and abroad,based on the analysis of status and problems of employment in linzhi of Tibet, propose the general idea and ways of transfer of employment among peasants and herdsmen in Linzhi of Tibet,construct a long-term service mechanism of transfer of employment among peasants and herdsmen.Finally,puts forward the suggestions that contain:the strategic planning to improve the transfer of employment,improve the rural labor force transfer of social policy development.Accelerate the unification of the labor market and equal employment system. Establish and improve the transfer of employment of farmers and herdsmen organizational leadership system,set up the"five platform"broaden employment channels for the transfer of farmers and herdsmen.Change the concept of employment among peasants and herdsmen.Adjust the industrial structure,expansion the space of the employment within the agricultural and pastoral areas,encourage and support local enterprises to absorb the transfer of employment and improve the responsibility system for the transfer of employment.The first chapter is introduction. Introduce the research background, purpose and significance, assessment studies at home and abroad, this study proposed ideas, methods, and possible innovations.The second chapter is theory related to transfer employment of farmers.Describe the labor theory of transfer of argricultural and pastoral areas,theory of industrial structure,education economics and define the concepts involved in the study.Chapter III,discusses the status and problems of employment of peasants and herdsmen in Linzhi of Tibet.Chapter IV,discusses the way of transfer of employment among peasants and herdsmen in Linzhi of Tibet.Propose the general idea of transfer of employment among peasants and herdsmen. And put ways in a comparative analysis of the transfer of employment, propose the regional characteristics"nearest place"transfer mode. ChapterV,construction of long-term services mechanism of transfer employment in Linzhi. In view of the current agriculture herdsman transfer problems in employment, proposed the establishment of township and village primary labor support services.Establish employment base;Clear the direction of labor transfer.Establish a government-led, market-oriented system;a agriculture herdsman transfer employment training system. Development of service brokers .Integrate resources to build a service brand; Enhance the employment of rural surplus labor tracking services; Further to social security work, Protecting migrant workers legal rights, Strengthening the sense people of humanistic service, enhance service consciousness long-term service transfer mechanism of farmers.Chapter VI,the countermeasures to promote the transfer of employment among peasants and herdsmen.Propose the suggestions to ensure the peasants and herdsmen take the nearest place to transfer employment.Chapter VII, is the conclusion of this article.
