| With the marketization in agricultural land management、the increase of diversification degree and the growing of fund demand that the subjects of agriculture management raised for agricultural industrialized operation,micro loans merely provided by finance organization which are needed by modernized agricultural production not be fulfilled.A mortgage in agricultural land management rights is essentially a quasi-property mortgage.It can effectively solve the financing channels situation in the subject of agricultural management because of the lack of guaranty if farmland management right mortgage loans should be allowed.Therefore,in order to solve the problem of farmer’s financing difficulties,our government has gradually began to promote the farmland financial reform.The pilot work of mortgage loans of agricultural land management rights launched in 30 provinces and obtained good achievements,however,many restricting factors which affects the work exist.So,intensive study and carrying out the influence of mortgage loans of agricultural land management rights not only help alleviate the financing channels situation of the subjects of agricultural operation,but also relate to the reform of farmland property rights system and the sustainable development of agricultural industrialization and modernization.Based on this point,under the guidance of the theory of the land property 、financial repression and equilibrium,this paper combines theoretical and empirical analysis,then studies the core problems that carry out the influence factors of farmland management right mortgage loans in Shaanxi province.First of all,in terms of rural land ownership and legal norms,innovative analysis of mortgage loans of agricultural land management rights should be unfold.Putting forward “three division” is a system innovation of rural land mortgage.Carrying out mortgage loans of agricultural land management rights is a new model in the capital market of china.It helps farmland scale operation and industrialization operation,then realizes farmer’s income.Secondly,based on Shaanxi reality,it reveals the current situation and existing problems of mortgage loans of agricultural land management rights.Then,we combine logistic regression and analysis hierarchy process,then reveal the influence factors of unfolding farmland management right mortgage loans from two aspects of demand and supply.Providing quantitative methods support for farmland management right mortgage loans of Shaanxi,research suggests that farmland management right mortgage loans of Shaanxi in the present period is in an unbalanced state of supply leading.Finally,based on the empirical results and reality of Shaanxi,it concludes that pursuing farmland management right mortgage loans should follow equilibrium theory 、coordinate designing 、strengthen the legal system building and form the three linkage mechanism among the subject of agricultural management、financial institutions and government. |
