Agricultural land management rights mortgage before issuing important link is the reasonable assessment of farmland management value.When carry out land management rights mortgage,need scientific and reasonable to evaluate the value of farmland management of mortgage,the land management of the banking institutions to assess the value of reference,in avoiding risk determine the loan under the mortgage of the issuance of credit and risk control.But,at present the pilot areas of agricultural land management rights value evaluation has not unified standard,mainly by Banks and borrowers to negotiate and using the "one-size-fits-all" way of evaluation,there is a straightforward and optional;No basis for the confirmation of the mortgage rates,which makes the determination of the loan amount is not enough scientific.Therefore,we need to study of farmland management of mortgage loans to assess,better use of resources,make the maximum benefit both borrowers and lenders.For farmland at this stage is at first,this paper analyses described the characteristics of external environment of mortgage,and introduces the methods of assets evaluation,in order to choose income approach as the most suitable evaluation methods.Second to introduce three pilot areas of farmland mortgage assessment practice,the practice of pilot areas of farmland management and compared three mortgage deciding factor differences.Practice,agricultural land mortgage loan amount is determined by the land management rights value and adjustable multiplication.And farmland management value by rent farmland use rights and farmland planting crops to bring the expected return of decision,then respectively from farmland use rights,rent farmland of expected return and farmland mortgage loans,to improve land management rights mortgage loans.Through comparative analysis of the mortgaged property evaluation standard,in terms of farmland use right rent,to their own land management rights and the circulation of agricultural land management rights to distinguish treatment,through the circulation of agricultural land because the rent is a year,so for mortgaging farmland circulation,expected income evaluation to deduct transfer rent;Expected return on land management rights,farmland crops in accordance with the market average price or the price of the country the last purchase price there is no difference,but need to consider of farmland classification,farmland grade will affect the farmland planting crops output,the scale of farmland will produce economies of scale,and thus impact on farmland expected earnings,so use to evaluate income method,confirm the expected return,should be determined according to the level of farmland and land scale differentiation.Finally for in proportion to the amount of the loan,mortgage,guarantee differences in case it is concluded that,by comparing the practice when guarantees more reliable,more conducive to the bank at the time of the circulation of farmland could improve the mortgage rates,loans to borrowers more lines;In addition to participate in the circulation through analysis of the disposal of the body of the draw,the existence of intermediate organization and farmland circulation after the application under the condition of higher yield,farmland circulation treatment brings to the bank's cash earnings will be higher,so the bank loan can also be appropriate to improve.Through the contrast analysis and optimization of assessment practice cases,both reasonable farmland management of loan quota,and on the basis of the further optimization of agricultural land mortgage default risk aversion,to better serve as a reference to carry out the agricultural land mortgage,and puts forward related Suggestions to better guide around the mortgage practice,promote rural economic and financial development will have important significance.
