Research On Poverty Alleviation By Industry At County Level In The Central Region Of China

Industrial poverty alleviation is an important measure in the national poverty alleviation and development special policy aimed at promoting economic development in poverty-stricken areas,improving the development ability of the poor,and achieving prosperity from poverty.It is an important feature of the poverty alleviation development model with Chinese characteristics and the main measure of developmental poverty alleviation.Industrial Poverty Alleviation In the course of poverty alleviation since China's reform and opening up,policy expressions and implementation priorities are different,but the core content is basically the same.The starting point of the industrial poverty alleviation policy is to connect scattered small farmers to the outside market through leading enterprises,farmer cooperative organizations and other market entities,reduce the natural and market risks of agricultural production,cultivate and expand characteristic pillar industries in poor areas,and drive poor farmers Stable increase in income and alleviate poverty.The central region is one of the areas where the poor population is concentrated in my country.The number of national poverty alleviation and development counties in the six central provinces accounts for about 25.5% of the country,showing the characteristics of many concentrated and contiguous poverty areas,many old revolutionary areas,and many depression areas.Compared with the barren land and harsh climate in western my country,the central region has better climate conditions and more fertile land.Five of the six central provinces(Jiangxi,Hunan,Henan,Hubei,and Anhui)are my country's main grain producing areas,accounting for 38.46% of the main grain producing areas in the country.At present,agriculture is still the main advantage of Jiangxi,Hunan,Henan,Hubei,Anhui and other provinces in the central region,which also provides a solid foundation for poverty alleviation by industry in the central region.Taking the central province—G city of Jiangxi Province as an example,the author tries to analyze the basic situation and poverty characteristics of poor households in city G,the basic situation of industrial poverty alleviation,the achievements of industrial poverty alleviation,and the problems existing in industrial poverty alleviation in the central region.The current situation of industrial poverty alleviation has been comprehensively reviewed.This article finds that the current poor households in City G have the characteristics of complex poverty-causing factors,a wide range of poor populations,and the “hard bones” of the remaining poor groups.City G uses cooperatives(enterprises)and family farms to help poor households develop their industries and make them independent Industrial poverty alleviation measures such as entrepreneurship,shareholding dividends,and poverty alleviation microfinance have achieved the growth of the poverty alleviation industry,the obvious effect of policy support,the standardization of poverty alleviation workshops,and the electronicization of poverty alleviation materials.A number of industrial poverty alleviation models have emerged,but they still exist The effects of industrial poverty alleviation are inconsistent with the original intention,"weak industries" plus "weak leading enterprises" to drive "poor households with weak development capabilities",industrial assistance measures are inconsistent with the needs and capabilities of poor households,and requirements of industrialized poverty alleviation projects are inconsistent with poverty There are problems such as deviations in household conditions.This article believes that industrial poverty alleviation in the central region should focus on the improvement of long-term mechanisms.It should establish and improve the mechanism system in industrial poverty alleviation,implement classified assistance measures in industrial poverty alleviation,strengthen the cultivation and construction of carriers in industrial poverty alleviation,and expand industrial poverty alleviation.In terms of income increase model for poor households and improvement of the risk prevention mechanism in industrial poverty alleviation,we will further improve the long-term industrial poverty alleviation mechanism in the central region to improve the effect of industrial poverty alleviation and achieve sustainable development and stable poverty alleviation for poor households.
