Study On The Transformation And Upgrading Of Xinjiang Resource-based Industries Under The New Normal

November 22,2014,the regional party committee economic work conference clearly stressed that Xinjiang's economic development has entered a stage of rapid growth to high-speed growth,showing some new features,new trends,but also facing new opportunities,new challenges;it must be accurate Grasp the New Normality of Economic Development.However,the limitation of resources and the problems in the exploitation and utilization of resources make Xinjiang have to change the traditional extensive development mode.Therefore,the transformation and upgrading of the Xinjiang resource-based industries under the new normal will become the inevitable choice and important measure.The study on the transformation and upgrading of resources industry in Xinjiang under the new normal also has good reference significance for the sustainable development of resource-based industries in underdeveloped regions and ethnic regions.Based on the domestic and foreign research review,using the statistical data from 2000 to 2014,the paper analyzes the transformation and upgrading of Xinjiang resource-based industry under the new normal.First of all,on the basis of defining the concept of Xinjiang's resource-based industry transformation and upgrading under the new normal,the paper has selected nine industries as the research object,and analyzes the conditions of the development of the resource-based industries in Xinjiang under the new normal;Secondly,through the establishment of the index measurement system,the comprehensive fuzzy evaluation method is adopted to carry out a scientific and quantifiable quantitative measurement on the transformation and upgrading of Xinjiang's resource-based industries under new normal conditions.The new normal Xinjiang resources industry transformation and upgrading effect evaluation,and inference and estimation of the results of the explanatory note;Thirdly,according to the results of the evaluation of Xinjiang's resource-based industries under the new normal,the paper draws the corresponding conclusions,and then points out the problems and obstacles in the transformation and upgrading of Xinjiang's resource-based industries under the new normal,puts forward the policy measures are given in the following four aspects:policy guarantee,independent innovation,opening to the outside world and coordinated development.The following conclusions are drawn from the analysis:(1)based on the four aspects of economic growth,scientific and technological progress,environmental improvement and structural optimization,the comprehensive evaluation system of Xinjiang resource-based industry transformation and upgrading under the new normal is constructed.The results are analyzed by comprehensive fuzzy evaluation method and entropy method.Xinjiang resource-based industries in the transformation and upgrading in preparation for transformation and upgrading and transformation and upgrading of the initial stage,the future has to upgrade to the intermediate stage and advanced stage of development.Economic growth and scientific technological progress on the transformation and upgrading of resource-based industries the most significant impact is to measure the transformation and upgrading of resource-based industries the main fa-ctors,followed by structural optimization and environmental improvement,reflects the resource-based industrial transformation and upgrading of social importance and the regional development.(2)Through the use of structural equation model,select the investment structure,human capital,technology research and development and innovation as the main influencing factors,construct the structural equation path map,the overall model of the pre-test and overall estimate,analysis shows the investment structure,human capital The development of science and technology has a significant impact on the transformation and upgrading of resource-based industries.The degree of economic export of resource-based industries has a certain influence on the transformation and upgrading of resource-based industries.(3)According to the development situation of resource-based industry in Xinjiang under the new normal,the comprehensive evaluation of Xinjiang resource-based industry transformation and upgrading,and the transformation and upgrading of Xinjiang's resource-based industry,the transformation path of Xinjiang's resource-based industry is promoted.The transformation and upgrading of resource-based industries in Xinjiang,the development of circular economy to promote the transformation and upgrading of resource-based industries in Xinjiang path,through the formation of industrial agglomeration to promote the transformation and upgrading of resource-based industries in Xinjiang and the use of industrial cycle innovation to promote Xinjiang resource industry transformation and upgrading of the path.
