Research On The Industrial Transformation And Upgrading Of Resource Based Cities In Leiyang

Resource based city is a city which is the main industry of mineral resources exploitation and processing.Since the founding of the people's Republic of China,resource-based cities have begun to develop rapidly,which has played a significant role in promoting the national economic development and social progress.However,the current social economy has been dramatically driven by "high speed,excellent structure,dynamic and multi-challenges”.Moreover,with the national policy changes in recent years and fluctuation in the coal market,Leiyang has been confronted with the resource shortage resulting from the long-term exploitation of coal resources.The city is also facing the economic,social and environmental crisis which has made it uncapable to adapt to the new normal economic development and to participate in international competition.Therefore,to resolve the problem of unsustainable development of Leiyang city,we have to realize that the importance of transformation and upgrading of the industry.This is not only the urgent requirement of city management,it is also consistent with the current international and domestic situation.Based on the present situation of domestic and foreign scholars summarized in this paper,it takes Leiyang industrial transformation andupgrading as the research object,and analyses the strengths,weaknesses,opportunities and challenges based on the current status of industrial development in Leiyang industrial transformation.It also constructs the leading industry upgrading,the status of the Leiyang comprehensive evaluation index system,using principal component analysis and hierarchical analysis method of main industry of Leiyang comprehensive score ranking,by analyzing the coal mining and washing industry,advanced equipment manufacturing industry,the leading industries of Leiyang electronic information industry,new material industry,select.And it further constructs Leiyang "intensive management-chain network cluster-technological innovation-high-end sustainable" industrial transformation and the development of a new model,through a detailed study of the connotation,mode characteristics,internal relations,dynamic mechanism and specific implementation plan,efforts to explore scientific path of industrial transformation and upgrading of Leiyang city.Finally,to protect industrial transformation and upgrading smoothly,the paper also illustrates how to improve the relevant laws and regulations system,andthe industrial development support system,the mechanism to promote the development of industry and the development of ecological environmental governance measures.
